Davidson; Gary <br />Bond and others. <br /> <br />The Mayor called the meeting to oroer at 7:30 p.m. <br /> <br />The Minutes of the Regular Meeting held September 12, 1977 were approved <br />on IIDtion of Mr. Cavazos and second of Mr. Hansen. <br /> <br />Mr. Breihan moved that Dr. J.R. Koos be reappointed as City Health Officer. <br />Dr. Craddock seconded the IIDtion which passed unaniJrously. <br /> <br />The Mayor introduced for consideration a request for water service to <br />Hill Country Faith Ministries school-church site on River Road, outside <br />the City limits. Mr. Breihan stating that he QWlled property adjoining <br />that in question left the table and took a seat with the audience. <br />Mr. Hansen requested that the Council first consider a conflict of <br />interest charge made against him and reported in the newspapers. Mr. <br />Hansen requested that the Council vote on weather or not he should <br />participate in consideration of the question. The Mayor moved to <br />allow Mr. Hansen full participation in the question before the Council <br />including the right to vote. Mr. James seconded the IIDtion. On roll <br />call the following vote was recoroed. <br /> <br />AYE: Cavazos, Craddock, Arredondo , James, Sutton <br />NAY: none <br />ABSTAIN: Hansen, Breihan <br /> <br />Ministers of the church, Jimmy Darnell, John Putnam and Ron Carnes carne <br />before the Council to ask that the school be allowed to tap the two- <br />inch water line near their property. Mr. Breihan reported that the <br />church and the adjoining industrial cic-velopment plarmed an eight-inch <br />water line for future grcwth. Dr. Craddock moved to authorize Hill <br />Country Faith Ministries to tie on to the existing water line in <br />accoroance with City specifications with a proviso that the school bear' <br />all expenses and that they request armexation at the earliest opportunity. <br />Mr. Hansen seconded the IIDtion. Dr. Craddock also encouraged the Council <br />not to corronit other service in the area W1til the water pressure was <br />improved. On roll call the following vote was recoroed. <br /> <br />AYE: Craddock, Arredondo, Hansen, James, Sutton, Cavazos <br />NAY: none <br />Mr. Breihan abstained from the voting. <br /> <br />The M'1-yor read the caption of a resolution as follows: <br /> <br />'" " <br />A RESOLUTION OF THE CITY' COUNCIL OF THE CITY OF SAN MARCOS, TEXAS <br />AWARDING A CONTRACT TO STANLEY C.
