I . I I 127 MINUTES OF A REGULAR MEETING OF THE CITY COUNCIL OF THE CITY_ OF SAN MARCOS HELD SEPTEMBER 19, 1977. Present: Mayor Frank T. Arredondo Council Members Ted Breihan Robert L. Cavazos Errrnie Craddock John Hansen Berry R. James Kenneth E. Sutton Also present: Corlis Dees; Jerry Martin; Ron Carnes; Alan King; Jeff Fr'anks Gene Gardner; Howard Herrin; E.A. DeShazo; Jake Kr"auskopf; Terry Roberts; James E. Byrn; Harvey Livesay; Frances Dnery; Jimmy Darnell; John McCrocklin; Shii:>ley Wickersham; John Putnam; Stanley Stemen; Dave Edwards; B.F. Davidson; Gary Bond and others. The Mayor called the meeting to oroer at 7:30 p.m. The Minutes of the Regular Meeting held September 12, 1977 were approved on IIDtion of Mr. Cavazos and second of Mr. Hansen. Mr. Breihan moved that Dr. J.R. Koos be reappointed as City Health Officer. Dr. Craddock seconded the IIDtion which passed unaniJrously. The Mayor introduced for consideration a request for water service to Hill Country Faith Ministries school-church site on River Road, outside the City limits. Mr. Breihan stating that he QWlled property adjoining that in question left the table and took a seat with the audience. Mr. Hansen requested that the Council first consider a conflict of interest charge made against him and reported in the newspapers. Mr. Hansen requested that the Council vote on weather or not he should participate in consideration of the question. The Mayor moved to allow Mr. Hansen full participation in the question before the Council including the right to vote. Mr. James seconded the IIDtion. On roll call the following vote was recoroed. AYE: Cavazos, Craddock, Arredondo , James, Sutton NAY: none ABSTAIN: Hansen, Breihan Ministers of the church, Jimmy Darnell, John Putnam and Ron Carnes carne before the Council to ask that the school be allowed to tap the two- inch water line near their property. Mr. Breihan reported that the church and the adjoining industrial cic-velopment plarmed an eight-inch water line for future grcwth. Dr. Craddock moved to authorize Hill Country Faith Ministries to tie on to the existing water line in accoroance with City specifications with a proviso that the school bear' all expenses and that they request armexation at the earliest opportunity. Mr. Hansen seconded the IIDtion. Dr. Craddock also encouraged the Council not to corronit other service in the area W1til the water pressure was improved. On roll call the following vote was recoroed. AYE: Craddock, Arredondo, Hansen, James, Sutton, Cavazos NAY: none Mr. Breihan abstained from the voting. The M'1-yor read the caption of a resolution as follows: '" " A RESOLUTION OF THE CITY' COUNCIL OF THE CITY OF SAN MARCOS, TEXAS AWARDING A CONTRACT TO STANLEY C. STEMEN CONSTRUCTION CO., INC. FOR THE MAINTENANCE OF THE SAN MARCOS CEMETERY AND AU'IHORIZING TIlE CITY MANAGER TO EXECUI'E THE SAME ON BEHALF OF THE CITY OF SAN MAI<COS, TEXAS .
