Yarbrough, Jr. and <br />others. <br /> <br />The Mayor called the meeting to order at 7:30 p.m. <br /> <br />Mr. Arredondo informed the Council that he wished to present a resolution <br />for Texas Municipal League consideration encouraging the legislature to <br />allocate State aid to cit~es having State institutions within their <br />City limits. The Council briefly discussed the resolution. <br /> <br />The Minutes of the Regular Meeting held October 3, 1977 were approved <br />on motion of Mr. James and second of Mr. Breihan. <br /> <br />The Mayor opened a Public Hearing to consider a request by Charles W. <br />Cole on behalf of David Conway, Sr. for a change in the zoning of <br />Lots 47, 48, and 49, Block 1 of the Rio Vista Terrace Addition from <br />"c" to "C-2". The City Manager explained that the business operating <br />on the property enjoyed a non-conforming status which would not be <br />effected by a change in the zoning. Mr. Webster pointed out that it <br />would make it easier for the owners to deal with the property if the <br />zoning were changed to conform to the land use. Mr. Cole was present <br />to request the zoning change. No objections were presented by visitors <br />but che Mayor noted that a written objection had been filed by Mrs. <br />Ileene Garrison, owner of adjacent property. The Mayor closed the <br />hearing and read an ordinance having the following caption. <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING SECTION THREE OF THAT ORDINANCE WHICH REGULATES A~ <br />RESTRICTS THE LOCATION AND USE OF BUILDINGS, STRUCTURES AND LAND, <br />DATED MAY 23, 1966 (VOL 32) BY CHANGING THE ZONING OF LOTS 47 <br />THROUGH 49 OF BLOCK 1 OF THE RIO VISTA TERRACE ADDITION, LOCATED <br />AT 711 IH 35 NORTH, FROM "c" (COMMERCIAL) TO "C-2" (COMMERCIAL). <br /> <br />Mr. Cavazos moved the Ordinance be approved on first reading. Mr. Hansen <br />seconded the motion which passed unanimously. Mr. James requested that <br />the staff proceed to identify all non-conforming C-2 land uses. <br /> <br />The Mayor introduced a request from Robert Hines for a permit to <br />temporarily locate a mobile home Smith Lane in the J.M. '\I'eramendi <br />Survey Number Two. Mr. Arredondo informed the Council that three <br />petitions of objections from persons owning property within 200 feet <br />have been received. Dr. Craddock moved the request be denied. Mr. <br />Hansen seconded the motion. On roll call the following vote was recorded: <br /> <br />AYE: Cavazos, Craddock, Arredondo, Hansen, James, Breihan <br />NAY: None <br />ABSTAIN: Sutton <br />
