Mr. James <br />seconded the motion which passed unanimously. <br /> <br />The Mayor introduced a policy proposed by the Parks and Recreation Board <br />for the naming of City parks and facilities. The policy is attached and <br />made a part of these minutes. The City Attorney informed the Council that <br />he had read the policy and saw no problem with its implementation. Dr. <br />Craddock moved the policy be adopted. Mr. James seconded the motion which <br />passed unanimously. <br /> <br />The Mayor next introduced a proposed policy from the Parks and Recreation <br />Board for use of public land by organizations for large meetings or <br />commercial amusements. The Parks and Recreation Board suggested that <br />the old sewer treatment plant parkland be used instead of the Gilcrease <br />Park land which was currently used for such activities. Mr. Breihan stated <br />his contention that all such activities should take place at the Civic Center. <br />Mr. Leddick stated that the City had not been charging groups for use of <br />City property; that activities in the past had required the City to clean <br />the property afterwards; and that the groups involved were mostly non-pro:Eit <br />organizations such as the Lion's Club. Mr. Leddick also noted that the <br />Parks and Recreation Department did require the organizations to carry <br />insurance naming the City as co-insured. Dr. Craddock moved that all <br />activities such as carnivals and revivals be limited to the old sewer <br />plant parkland pending specific guidelines to be drafted by the Parks <br />and Recreation Board. Mr. Hansen seconded the motion which passed <br />unanimously. <br /> <br />The Mayor introduced for consideration the current City procedure for <br />sanitation service on Bluebonnet Drive. The City Manager informed the <br />Council that the residents on Bluebonnet were not required to take <br />their garbage cans to the curbside as residents were in other areas. <br />Dr. Craddock moved that curbside service be mandatory and the policy <br />extended to all citizens on an equal basis. Mr. Sutton seconded the <br />motion which passed unanimously. The City Manager requested the Council <br />endorse the enforcement of the City's prohibition of use of garbage cans <br />in excess of 30 gallons. The City Manager informed the Council that <br />there were a number of injuries attributable to the handling of garbage <br />in SS gallon drums. Mr. Webster said the sanitation department intended <br />to notify all persons concerned to use smaller cans or use the <br />commercial container system. He said accounting procedures had been <br />changed so that separate bills could be sent to several businesses using <br />the same container. Dr. Craddock moved the Ordinance prohibiting use <br />of cans in excess of 30 gallons be enforced.
