Varnell, Mr. & Mrs. James Wilson, John Bryan, Terry <br />Roberts, Terry Lighthouse, Jake Krauskopf, Catherine Johnson, Gary Bond, <br />Jack Major, Donna Phillips, Albert Armstead and others. <br /> <br />The Mayor called the Meeting to Order at 7:30 p.m. <br /> <br />The Minutes of the Regular Meeting held November 14, 1977 were approved on <br />motion of Mr. Cavazos and second Mr. Breihan. <br /> <br />The Mayor opened a public hearing to consider a request by Mr. W. S. Rader <br />for the annexation of Tanglewood Addition #5 to City of San Marcos, Texas. <br />The City Manager explained that the proposed tract to be annexed was <br />approximately 14.5 acres and that the staff had not positioned to the <br />annexation. Mr. Webster further stated that the Planning and Zoning <br />Commission had recommended preliminary approval of the subdivision plat <br />contingent upon annexation of the property. Mr. Jake Krauskopf, Assistant <br />to the City Manager, summarized the subdivision variances requested by <br />Mr. Rader. Mr. Rader carne before the Council to explain that he had proposed <br />this development from the beginning of the Tanglewood Project in about 1970 <br />and that he had put in some of the utilities already, to City specifications. <br />Mr. James Wilson, owner of Property 117 Oakridge, protested the further develop- <br />ment of property in the area without adequate provision for utilities and the <br />increase in traffic the new development would bring. Mr. Wilson pointed out <br />that the grade was very steep, a factor which would probably create drainage <br />problems, the sewer in the Holland and L. B. J. Drive area might be inadequate <br />even with a lift station as proposed, and that traffic was already a problem <br />on L.B.J. Drive since it was the only outlet for the Timbercrest, Oakridge, and <br />Tanglewood residence. Mr. T. S. Lighthouse, also owner of property on Oakridge, <br />informed the Council that the water and sewer service was presently inadequate. <br />The Mayor closed the public hearing and opened the question for discussion by <br />the City Council members. Mr. Sutton asked why a variance had been given from <br />the placement of sidewalks since the developer of Holland Hills Subdivision <br />had been required to put in sidewalks. }Ir. Breihan pointed out that Tanglewood <br />Addition #5 was at the end of the subdivision where as Holland Hills was in <br />front of the subdivision and would therefore have more traffic on the street. <br />Dr. Craddock asked why the staff had stated that sewer facilities would be <br />inadequate for further development at the end of the L.B.J. when it appeared <br />it would be adequate for development of Tanglewood Addition #5. Mr. George <br />Boeker, Water and Waste Water Superintendent, stated that ,the sewer main carne <br />down L.B.J. Drive to Holland Street and then one crossed to Chestnut instead <br />of going all the way to the end of L.B.J. Drive. Dr. Craddock suggested the <br />Council wait until an environmental impact statement had been reviewed by the <br />Environmental Adviso~y Board before further steps were taken to annex the <br />property. Mr. Sutton asked what expense the City would incur in the develop- <br />ment of Tanglewood #5. Mr. Rader stated that he would be responsible for the <br />tqtal expense of developing property. The Mayor requested the Ordinance annex- <br />ing Tanglewood Addition 115 be placed on the December 5, 1977 Council meeting <br />for first reading. <br /> <br />The Mayor read the caption of an Ordinance as follows: <br /> <br />AN ORDINA!,CE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />
