Williams <br />Albert Sierra <br /> <br />Also Present: Jeff Ebner, Gary Bond, Allen King, Jerri Martin, Mr. & Mrs. John <br />Morrisset, Mrs. Gene Scrutchin, Harris Hoch, Howard Herrin, Gordon Thompson, <br />John Bryan, Tony DeShazo, Dempsey Serur, Ken Pitzer, Paul Irwin, Tony Bolieu, <br />and others. <br /> <br />The Mayor called the meeting to order at 7:30 p.m. <br /> <br />Dr. Craddock moved the Council adopt the Resolution extending a Happy Birthday <br />to Mayor Frank Arredondo. A second cannot be found for the motion which was <br />dropped. <br /> <br />The Minutes of the Regular Meeting held November 21, 1977 were approved on <br />motion of Mr. James and second of Dr. Craddock. <br /> <br />The Mayor opened a public hearing to consider the proposed flood damage preven- <br />tion ordinance. The ordinance was summarized by the City Manager who explained <br />that Mr. Ron Carroll would be named the Flood Damage Prevention Administrator. <br />Councilman Breihan noted that the requirement that builders be required to pro- <br />vide information regarding the flood plain elevation entailed a great deal of <br />expense. The City Manager reported that the staff would locate all benchTIlarks <br />in the City and that they estimated that most building sites would be about two <br />blocks maximum distance from each benchmark. No comments of objection or support <br />were received from the audience. The Mayor closed the public hearing. <br /> <br />Mr. John Morrisset, Chairman of the Downtown Revitalization Committee, came <br />before the City Council with a report on the activities of the committee and a <br />request for future Community Development Funds. Mr. Morrisset's report is <br />attached and made a part of these minutes. He estimated that the L.8.J. Drive <br />Improvement Program would cost about $75,000. He also encouraged the Council <br />to request an exit ramp off the interstate to come back to C. M. Allen Parkway. <br /> <br />The Mayor read the caption of an Ordinance as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING THAT SECTION OF CHAPTER 29 OF THE CODE OF <br />ORDINANCES ENTITLED "TRAFFIC" WHICH WAS ADOPTED BY ORDINANCE <br />1975-14 DATED MARCH 24, 1975, LOCATED IN VOL. 44, PAGE 185 <br />OF THE MINUTES OF THE CITY COUNCIL, BY CHANGING THE SECTION <br />NUMBER FOR NO PARKING ZONES FROM SECTION 29-120 TO SECTION <br />29-123 AS NOW CODIFIED; BY ESTABLISHING ADDITIONAL NO PARKING <br />ZONES; AND PROVIDING AN EFFECTIVE DATE. <br /> <br />Dr. Craddock moved the Ordinance be approved on second reading. Mr. Cavazos <br />seconded the motion which passed unanimously. <br /> <br />The Mayor read the caption of an Ordinance as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />REPEALING ARTICLE II OF CHAPTER 5 OF THE CODE OF ORDINANCES <br />OF SAN MARCOS, SAID ARTICLE, ENTITLED "BUILDING CODE", HAVING <br />BEEN ADOPTED BY ORDINANCE DATED NOVE~rnER 8, 197! AND AMENDED <br />BY ORDINANCE DATED JUNE 24, 1974, AND WHICH PROVIDED FOR A <br />BUILDING CODE TO GOVERN THE CONSTRUCTION, ALERATION, REMOVAL, <br />DEMOLITION, EQUIPMENT, USE AND OCCUPANCY, AND MAINTENANCE OF <br />BUILDINGS AND STRUCTURES; ENACTING A NEW ARTICLE II OF <br />
