<br />;. 190 <br /> <br />regular meeting, december 5, 1977 <br /> <br />page two <br /> <br />The Mayor next introduced a discussion of the needs and long term <br />objectives of the Community Developnent Action Year IV Program. <br />Mr. Albert Sierra, Director of Canmunity Developnent, presented a <br />brief summary of the objectives and needs previously established <br />and the current status of projects completeq. in progress" and funded <br />but not yet begun. At 8:25 p.m., the Mayor opened a public hearing <br />for a public participation in the establishment of program needs and <br />obj ecti ves . Mr. Celestino Mendez, ChaiI1IBIl of the Urban Renewal <br />Commission, came before the Council to encourage them to put m:Jre <br />m:Jney for housing into the Comnunity Development Program as opposed <br />to m:Jney for capital improvements. Other persons participating in <br />the public, hearing were Mrs. Mary DelaRosa, Mr. Marcos' Hernandez, <br />Mr. Bill Stouffer of the Planning and Zoning Commission, and <br />Mr. T. S. Lighthouse. When all persons had been given an opportunity <br />to speak, the Mayor closed the hearing and moved to establish the <br />priority of City needs as foll=s: 1. Housing; 2. Water; 3. Waste <br />water improvements; 4. Drainage improvements; 5. Streets, Traffic, <br />Street lights, and Sidewalks; 6. Economic development; 7. Fire <br />protection; 8. Parks and Recreation; 9. Social and health services. <br />Mr. Cavazos seconded the m:Jtion to approve the statement of needs as <br />m:Jved by the Mayor, which motion passed unaniJrously. <br /> <br />The Mayor read an Ordinance having the following caption: <br /> <br />AN ORDINANCE OF TIlE CTIY COUNCIL OF TIlE CITY OF <br />SAN MARCOS, TEXAS, AMENDING SECTION 3 OF THAT <br />ORDINANCE WHIQI REGULATES AND RESTRICTS TIlE <br />LOCATION AND USE OF BUILDING, STRUCTURES AND <br />LAND, DATED MAY 23,1966, (VOL. 32) BY CHANGING <br />'!HE ZONING OF 0.50 ACRES OF LAND OUT OF '!HE <br />J. M. VERAMENDI SURVEY #2, LOCATED ON JACKSON <br />LANE, FROM "M" (MIXED) TO "C" (CCMMERCIAL). <br /> <br />The Mayor opened a public hearing to consideration the request for a <br />change of zoning. There were no objections presented. Dr. Malkani, <br />applicant, was present to request the change before the Council. The <br />Mayor closed the hearing. Mr. Sutton moved the ordinance be approved <br />on first reading. Mr. James seconded the m:Jtion. On roll call, the <br />following votes were recorded. <br /> <br />Aye: Craddock, Arredondo, Hansen, James, Sutton, Cavazos <br />Nay: None <br />Abstain: Breihan <br /> <br />The Mayor opened a public hearing to consider a request for a change <br />in the zoning of the Northwest half of lDt L, Block 3 of the B. W. <br />Breeding Addition from "M" (Mixed) to "P-2" (Public). The Reverend <br />W. S. &mett was present to request the zoning change on behalf of <br />the First Baptist Church. No opposition was presented to the zoning <br />change. The Mayor closed the hearing and read an On:linance having <br />the following caption: <br /> <br />AN ORDINANCE OF TIlE CITY COUNCIL OF TIlE CITY OF <br />SAN MARCOS, TEXAS, AMENDING SECTION 3 OF THAT <br />ORDINANCE WHICH REGULATES AND RESTRICTS TIlE <br />LOCATION AND USE OF BUILDINGS, STRUCTURES, AND <br />LAND, DATED MAY 23, 1966 (VOL. 32) BY CHANGING <br />TIlE ZONING OF TIlE NORTIJWEST HALF OF LOT L, <br />BLOCK 3 OF '!HE B. W. BREEDING ADDITION LOCATED <br />AT TIlE CORNER OF COMAL AND ENDICOTT STREETS <br />FRCl'1 "M" (MIXED) TO "P-2" (PUBLIC). <br /> <br />Mr. Hansen m:Jved the On:linance be approved on first reading. Mr. James <br />seconded the m:Jtion which passed unanimously. <br /> <br />The Mayor directed the reading of an On:linance having the following <br />caption: <br /> <br />AN ORDINANCE OF TIlE CITY COUNCIL OF TIlE CITY OF <br />SAN MARCOS ANNEXING SAID CITY A CONTIGUOUS TRACT <br />OF LAND CONTAINING 14.50 ACRES LOCATED WITHIN TIlE <br />EXTRATERRITORIAL JURISDICTION OF SAID CITY AND <br />LYING ADJACENT TO PRESENT CITY BOUNDARIES; AND <br />ESTABLISHING ZONING FOR SAID TRACT. <br /> <br />Mr. Breihan m:Jved the ordinance be approved on first reading.
