27 regular meeting september 10, 19~9 page three On roll call, the following vote was recorded: AYE: Breihan, Hansen, James, Sutton NAY: None I II ABSTAIN: Hyatt, Tenorio The Mayor read the caption of a resolution as follows: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AUTHORI2lING THE MAYOR, CITY MANAGER, FINANCE DIRECTOR, SENIOR ACCOUNTANT, COMMUNITY SERVICES DIRECTOR, AND CITY SECRETARY TO JOINTLY SIGN CHECKS :OR OTHER INSTRUMENTS FOR THE DISBURSEMENT OF CITY FUNDS; AND REQUIRING THE SIGNATURE OF ANY TWO OF SAID PERSONS ON ANY CHECK OR OTHER INSTRUMENT FOR DIS- BURSEMENT OF CITY FUNDS FOR SUCH CHECK OR INSTRUMENT TO BE v'ALID. Mr. James moved the resolution be adopted. Mr. Sutton seconded the motion which passed unanimously. The City Secretary read an ordinance having the following caption: I AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, APPROVING THE PRICE AND CONDITIONS OF THE SALE BY THE CITY OF SAN MARCOS, TEXAS, OF 25,450 SQUARE FEET OF LAND AREA OUT OF THE J. M. VERAMENDr SURVEY NO. ONE (FURTHER DESCRIBED BY METES AND BOUNDS IN THE ATTACHED EXHIBIT A), ALSO KNOWN AS URBAN RENEWAL PARCEL 12-2, LOCATED WITHIN THE TEX. A-6 NEIGHBORHOOD DEVELOPMENT PROGRAM AREA, TO TED COHEN; AUTHORIZING THE MAYOR TO EXECUTE A WARRANTY DEED TO TED COHEN; AND DECLARING AN EFFECTIVE DATE. Mr. Sutton moved the ordinance be approved on first reading. Mr. Hyatt seconded the motion which pass!"d unanimous.ly. The Mayor read the caption of an ordinance as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, APPROVING RATE SCHEDULES TO BE CHARGED BY LOWER COLORADO RIVER AUTHORITY IN THE CITY OF SAN MARCOS, TEXAS, PROVIDING FOR AN EFFECTIVE DATE FOR SUCH RATE SCHEDULES, AND PROVIDING CONDITIONS UNDER WHICH SUCH RATE SCHEDULES MAy BE CHANGED, MODIFIED, AMENDED OR WITHDRAWN. Mr. Tenorio moved the ordinance be approved on second reading. Mr. James seconded the motion wn.ich passed unanimousJ_y. The City Secretary informed the Council that the third and final reading of the ordinance had been placed on the Speci.al Meeting agenda for September 17. I The Mayor introduced for consideration authorization to bid a one-half ton pickup truck to be used by the Inspection Dept. Mr. Breihan stated his contention that departments needing vehicles for the transportation of personnel only should purchase smaller trucks or sedans and that the Public Works or other departments needing vehicles to transport equipment and supplies should purchase full size trucks. Mr. Tenorio requested an over all vehicle study to determine which. types of vehicles would be most efficient and economical for the various departments. Mr. Breihan moved the consideration for bidding a vehicle for the Inspection Department be tabled pending further study by Staff and Council. Mr. Hyatt seconded the motion which passed unanimously.
