<br />43 <br /> <br />special meeting <br /> <br />september 17, 1979 <br /> <br />page two <br /> <br />Mr. Kotowski informed the Council that, by and large, the <br />proposed revision was an improvement over the existing SUbdivision <br />ordinance and that Staff recommended its adoption. council Member <br />James arrived at 4:10 p.m. during the discussion of the subdivision <br />ordinance. Dr. Glenn Longley, representing the Environmental <br />Advisory Committee, recommended that the ordinance contain a <br />provision to require the developer to submit the environmental <br />assessment statement to the Director of Public Works when the <br />final materials are presented to him pri6r to approval of the <br />plat so that the statement could be made available to the Environmental <br />Advisory c.ommittee. pr.io.rto. finalapprov.al of th.e SUbd.ivision plat. I <br />Mr. John McCrocklin, Mr. C.C. Hughson, Mrs. Shirley Wickersham <br />and Mr. Chester Witte appeared before the Council to say that they <br />felt the proposed subdivision ordinance was too restrictive and <br />would increase the cost of housing and deter development. Specific <br />areas mentioned by them were: mandatory s.idewalks, parks, the <br />increase of street widths, and residential lot sizes. Mr. Hughson <br />said he felt the process took too long. Mrs. Wickersham pointed out <br />that the ordinance did not provide for alternative types of housing <br />popular today and contended that service areas were unnecessary. <br />Mr. .John Stokes, Planning & Zoning Commissioner ,encouraged the <br />Council to give the ordinance further study. Mr. Stokes said he <br />felt that the revision as drafted by City Staff did not always <br />conform to the recommendations' of the Planning & Zoning Commission. <br />Specific instances. mentioned by Mr. Stokes were the requirement of <br />signature of a professional engineer on certain documents and the <br />environmental assessment statement. Mr. Stokes said he felt the <br />sections on townhouse and cluster development were not tailored to <br />meet the needs of San Marcos. Mr. Terry Lighthouse, a member of <br />the Subdivision Review Committee along with Mr. John McCrOCklin, <br />spoke in support of the ordinance saying the Council should develop <br />stringent development regulations to protect the citizens who would <br />be living in the areas and to insure that those citizens d~dn't come <br />back later to the City Council requesting such things as more adequate <br />street width and sidewalks. Mr. Karl Brown agreed with Mr. Light- <br />house saying that persons in his. neighborhood desired sidewalks so I <br />that children could have a place out of the street to walk through <br />the neighborhood. Mr. Brown also encouraged the strong influence <br />of the Environmental Advisory Committee in determining whether or <br />not plats f;lhould be approved. Following discussion of the proposed <br />subdivision ordinance, the Mayor closed the public hearing. <br /> <br />Mr. Breihan moved to table further consideration of the ordinance <br />pending further study by Council and Staff. No second was made <br />to Mr. Breihan's motion. Mr. James moved to table the ordinance <br />until the third Monday in October and that a work session with <br />the Planning & Zoning Commission be held at that time. No second <br />was made to Mr. James's.motion. Mr. Tenorio moved to submit the <br />draft revision of the subdivision ordinance to the Master Plan <br />Committee for a report due no later than the first meeting in November <br />and that the subdivision ordinance revision be discussed with the <br />Planning & Zoning Commission when it meets with Council on October 2nd <br />to discuss Master Plan Revision.
