<br />75 <br /> <br />special meeting <br /> <br />october 15, 1979 <br /> <br />page two <br /> <br />"RATES" OF DIVISION 3, ENTITLED "SEWER SERVICE" <br />OF CHAPTER 30, ENTITLED "WATER AND SEWERS AND <br />SEWAGE DISPOSAL" OF THE CODE OF ORDINANCES OF SAID <br />CITY BY INCREASING THE RATES CHARGES FOR THE <br />FIRST 2,000 GALLONS OF WATER USAGE OR LESS, <br />SETTING ONE RATE FOR THE NEXT 6,000 GALLONS OF <br />WATER USAGE AND PROVIDING THAT THERE BE NO <br />ADDITIONAL CHARGE FOR SEWER SERVICES FOR WATER <br />USAGE AND EXCESS OF 8,000 GALLONS, BY PROVIDING <br />FOR TWO SCHEDULES OF RATES, ONE FOR RESIDENTIAL <br />CUSTOMERS (SR-l) AND ONE FOR COMMERCIAL AND <br />INDUSTRIAL CUSTOMERS (SC-l); AND DECLARING AN <br />EFFECTIVE DATE. <br /> <br />I <br /> <br />Mr. James moved that the Ordinance be amended to use the rate <br />schedules proposed by Electric Power Engineers, Inc. in pages <br />32 through 39 in their report to the City Council. Mr. Tenorio <br />seconded the motion. Attached and made a part of these minutes, <br />is a copy of the Ordinance as proposed by City staff and a copy <br />of the rate schedules proposed by Electric Power Engineers, Inc. <br />Earl Williams, Director of Finance, reported to the Council on <br />the status of the utility fund. Mr. Williams report is also <br />attached and made a part of these minutes as is the report by <br />Acting City Manager, Ray Kotowski. Mr. Kotowski also reported <br />to the Council that the rates proposed were intended to be charged <br />for a period of two years, after which time, other rate increases <br />would probably be necessary. The Mayor asked if capital outlay <br />expenditures were budgeted in the utility fund. Mr. Williams <br />stated that such expenditures had not been budgeted in the utility <br />fund for several years, but were carried by the Community Development <br />and Revenue Sharing Funds. Mr. Cavazos arrived at 8:00 p.m. Mr. <br />Henry C. Kyle appeared before the Council to protest the fact that <br />he could not locate the transfer of funds from the general fund to I <br />the utility fund in the City budget. Mr. Williams informed the <br />Council and Mr. Kyle that those figures were provided in the audit. <br />Mr. Kyle also protested what he considered excessive administrative <br />costs contained in the utility fund budget in relationship to <br />administrative costs in the general fund budget. Mr. John Stokes, <br />Mr. John Stokes, Jr., and Mr. Phil Dudley, Director of the Austin <br />Apartment Association, encouraged the Council to build multi-family <br />residential property on a commercial basis rather than applying the <br />water rate on a per unit charge. Council also discussed the possibility <br />of provision for water rates to be charged to educational or governmental <br />institutions. Following all public discussion, the Mayor called <br />for the vote on the amendment to the rate schedules. On roll call <br />the following vote was recorded: <br /> <br />AYE: Sutton, Tenorio, Breihan, Cavazos, Hyatt, <br />Hansen, James <br /> <br />NAY: None <br /> <br />On the motion to approve the Ordinance on first reading wi~h amended <br />rate schedules, the vote was recorded as: <br /> <br />AYE: Tenorio, Hansen, James, Sutton, <br /> <br />I <br /> <br />NAY: Breihan, Cavazos, Hyatt <br /> <br />Mr. James moved to hold the next reading of the rates Ordinance <br />at a meeting to be held on November 5, 1979. Mr. Hansen seconded <br />the motion which passed unanimously. <br />
