The average water usage per dwelling per month shall be deteDnined by dividinj the total water usage measured by the City's meter by the totaili number of dwellinjs in service. The total number of dwellinjs units in service shall be the maximum number of units connected to the Gity's system... The average water usage per dwelling shall be used to calculate the iIrlividual rate charged per unit by applying the rural water rate. The total monthly bill shall be deteDnined by IlU11tiplying 52% of the rate charge canputed under the above method by the number of dwellings in service. Delayed Payment: All bills for water service shall be paid on or before the tenth (10th) day of the month in which the bill is rendered. A delinquent service charge equal to 10% of the bill amount shall be added upon failure or refusal of the custaner to pay any bill on or before the tenth (lOth) day of the month in which the bill is reriiered. Reconnection Policy: The failure to pay all bills for water service furnished to any consumer within the time stipulated for such payment shall be deemed Ilat:ice for the discontinuance of water service, and water shall be
