<br />The Hayor called the meeting to order at 7:30 p.m.
<br />
<br />The Mayor introduced for consideration approval of the minutes
<br />of the regular meeting held November 5, 1979. Mr. Cavazos moved
<br />the minutes be approved as presented. Mr. James seconded the motion.
<br />Mr. Hyatt stated that the minutes included a motion directing the
<br />City Attorney to prepare a report for the City Council on the with-
<br />drawal of the extension for the City sanitary landfill permit to be
<br />presented at the next regular Council meeting. Mr. Hyatt said that
<br />he did not find that item listed on the current agenda. The City
<br />Attorney and Mr. Tenorio pointed out that the requested report had
<br />been presented to the City Council prior to the meeting. The motion
<br />to approve the minutes passed with the following vote:

<br />AYE: Hyatt, Hansen, James, Sutton, Tenorio, Breihan
<br />
<br />NAY: None
<br />
<br />ABSTAIN: Cavazos
<br />
<br />Mr. James moved that the minutes of the special meeting held
<br />November 19, 1979 be approved. l1r. Tenorio seconded the motion
<br />which passed unanimously.
<br />
<br />The Mayor introduced for consideration appointments to various
<br />Boards and Commissions. Mr. Cavazos moved to reappoint Mr. Bill
<br />Nicola and Mr. Frank Contreras to the Planning & Zoning Commission.
<br />Mr. Tenorio seconded the motion which passed unanimously. Mr.
<br />Tenorio moved to reappoint Frances Emery and Curtis Jenkins and
<br />to appoint Kathy Hamilton to terms on the Environmental Advisory
<br />Board. Mr. Hyatt seconded the motion which passed unanimously.
<br />Mr. Hyatt reported that he had received a phone call from Mr. &
<br />Mrs. Mancil Mitchell stating that both wished to serve on the Ethics
<br />Review Commission. Mr. Hyatt said he felt that such appointments
<br />would be inappropriate. Mr. Cavazos moved to appoint John Kreczmer,
<br />Melissa Millecam, Rosemary Suniga, David McCall, Jerri Martin and
<br />Joe Cox to the Ethics Review Commission. Mr. Hyatt seconded the
<br />motion which passed unanimously. One vacancy remains on the Commission.
