Gonzalez, Jr. <br />Doriss Hambrick <br />Barbara Edwards <br /> <br />Also present: Stanley Smith; Joe Garza; Terry Roberts; Albert <br />Sierra. <br /> <br />The Mayor called the meeting to order at 5:05 p.m. <br /> <br />Mayor Hansen introduced for consideration a proposed Section 8 <br />Housing Program project to be located on I.H. 35 North. Mr. Breihan <br />reminded the Council that he had a personal interest in the property <br />and took a seat in the audience. The City Manager presented staff <br />comments prepared to assist the Council in evaluating the proposal. <br />Those comments are attached and made a part of these Minutes. <br />Mr. Sutton pointed out that there were few areas in the city would <br />not draw objections from residents in existing neighborhoods and <br />that the proposed site could probably be approved without neighborhood <br />objection. Mr. Hyatt stated that he concurred that a Section 8 <br />housing program was needed in the community, but objected to the <br />location of the housing project near the sewer plant. The developer <br />of the project, Mr. Stanley Smith, told the Council that he felt <br />water service to the property would be adequate without redesign <br />of existing lines, but that he would be responsible financially for <br />any improvements which would be necessary. Mr. Tenorio again stated <br />his contention that the Housing Assistance Plan for San Marcos should <br />be amended, after public hearing, before the Council could give <br />approval to the proposed program. Mr. Tenorio moved to request that <br />the Mayor contact the Department of Housing and Urban Development <br />and the Capital Area Planning Council's Governmental Applications <br />Review Committee to request a 30-day delay for the submission of <br />city comments in order to give the city time to amend the Housing <br />Assistance Plan, and to assure HUD and CAPCO that the City did <br />support the Section 8 Housing Program but wanted more time to study <br />the proposal. Mr. Tenorio further moved to direct the staff to <br />place consideration of the proposal on the December 17th agenda and <br />to inform the Council of any response from the Department of Housing <br />and Urban Development by that date. Mr. Cavazos seconded the <br />motion. Council also discussed the fact that there would be <br />property adjacent to the housing project which was zoned for undustrial <br />use. Mr. Breihan stated that he owned the property in question and <br />would voluntarily request it be zoned down to commercial or multi- <br />family.
