Kotowski <br />Bob Minnie <br />Earl Williams <br /> <br />Also Present: Cooper Slay, John O'Bryant, George Gilbert, Jack <br />Stovall, David McCall, Kenneth Long, Buddy Mostyn, Beth Morrisett, <br />Joe Garza, Gordon Thompson, Hollis smith, John Stokes, Lannie <br />Griffith, Jerri Martin, Erica Martin, Jeff Watkins and others. <br /> <br />The Mayor called the meeting to order at 7:30 p.m. <br /> <br />Mr; Hansen issued a proclamation in observance of Blood Donor <br />Month. <br /> <br />The Mayor introduced for consideration minutes of the regular <br />meeting held December 10, 1979. The City Secretary reported that <br />the minutes contained an error on page two in the second roll call <br />listed. Mrs. Hambrick told the Council that Mr. James was incorrectly <br />listed as voting for and against the motion. The minutes should <br />be corrected to reflect that Mr. James voted for the motion. Mr. <br />Breihan voted against the motion. Mr. James moved that the minutes <br />be corrected and approved as presented. }rr. Tenorio seconded the <br />motion. Mr. Breihan requested that page six of the minutes be <br />amended to include his request that the Spanish Oak tree on Roosevelt <br />St. be preserved as a part of that street improvement project. Mr. <br />James agreed to include the addition in his motion. The minutes were <br />unanimously approved. Mr. Tenorio moved that the minutes of the <br />special meeting held December ll. 1979 be approved. Mr. James seconded <br />the motion which passed unanimously. Mr. Tenorio moved that the minutes <br />of the special meeting held December 13, 1979 be approved. Mr. <br />James seconded the motion which passed unanimously. <br /> <br />The Mayor introduced for consideration authorization to bid traffic <br />signalization devices to be located at the intersection of Edward <br />Gary and Hopkins Streets (modification of existing device), Thorpe <br />Lane and Bugg Lane (new installation), and Broadway and State Highway <br />123 (new installation). Bob Minnie, Director of Public Safety, informed <br />the Council that $67,500 had been budgeted for the proposed improvements, <br />that modification of the traffic signalization device at the inter- <br />section of Hopkins and Edward Gary Streets was the highest priority <br />in the project, and that if the bids were in excess of the amounts <br />budgeted staff would come to the City Council to set priorities for <br />program alterations. Mr. James moved to authorize bidding of the <br />traffic signalization devices as recommended by the staff and <br />consulting engineer. Mr. Sutton seconded the motion. Mr. Breihan <br />requested consideration be given to a protected left turn signal for <br />the Hopkins/Edward Gary intersection. Mr. Minnie and Mr. Gonzalez <br />agreed with Council Member Breihan that such an improvement would <br />be desireable, but that funds had not been authorized for that action. <br />Mr. Minnie and Mr. Joe Blaschke (consulting engineer) informed the <br />Council that a protected left turn as described by Mr. Breihan <br />would require a new controller for the downtown traffic signals. They <br />further reported that the new device was capable of accomodating a <br /> <br />* Council Member Cavazos arrived at 9:28 p.m. <br />
