On roll call, the following <br />vote was recorded: <br /> <br />AYE: Cunningham, DeLa Rosa, Dibrell, Etheredge, Flores, <br />King, Tauch <br /> <br />NAY: None <br /> <br />The Mayor declared the Ordinance Passed, Approved and Adopted. <br /> <br />Mrs. Jack Stovall came before the Council with the Annual Report <br />of the Bicentennial Commission. (See attached) Mr. Flores <br />moved that the Reverend H. Ellis Thomas, Mr. Noble Butler, <br />Mr. Calvin M. Allen, jr., Mr. Larry Murphree, Mrs. Richard Rodriguez, <br />Mr. Russell Thornton, and Miss Virginia Hightower be appointed <br />to the Bicentennial Commission. Mr. King seconded the motion <br />which passed unanimously. Mr. King moved the Bicentennial <br />Commission be made a permanent commission. Mr. Dibrell seconded <br />the motion, which passed unanimously. <br /> <br />Mayor Etheredge summarized the request made by the Chamber of <br />Commerce Civic Center Site Committee for donation of 25 acres <br />of land for construction of the center, the site being located on <br />the old sewer plant property. Mr. King moved they deny the request <br />and recommended that the Council proceed with some action showing concern <br />for the need for a civic center. Mr. Cunningham requested the <br />motion be amended to state "proceed with caution as to financial <br />involvement". Mr. King so amended the motion and Mr. Cunningham <br />seconded. J.R. MOlina, Chairman of the Hays County Independent <br />Party, read the attached Resolution. On roll call, the following <br />vote was recorded: <br /> <br />AYE: Cunningham, DeLa Rosa, Dibrell, Etheredge, Flores, <br />King, Tauch <br /> <br />NAY: None <br /> <br />The Mayor requested Councilmen Cunningham, King and Tauch to <br />continue to work with the Civic Center Site Committee. <br /> <br />By common consent of the Council, Mr. DeLa Rosa was selected as <br />Council representative to the Capitol Area Planning Council. <br /> <br />Gregg Blank came before the Council to request an ordinance <br />prohibiting deposit of refuse and oil from boats in the San Marcos <br />River. Councilmen advised Mr. Blank that the Texas Water Quality <br />Board was the proper agency to deal with pollution of rivers, and <br />requested the Acting City Manager contact them and the Environmental <br />Advisory Committee concerning the complaint. <br /> <br />Councilman Flores requested investigation of the effect of drainage <br />from construction of C.M. Allen Parkway into the River. <br /> <br />Mr. Dibrell reported on energy conserving measures, stating that <br />all but necessary safety lights on the Interstate had been <br />disconnected, and that some cooperation from business had been <br />received. He commended Southwest Texas State University and <br />Gary Job Corps for their efforts in conserving fuel. <br /> <br />At 8:20 the meeting recessed to reconvene in regular session <br />on Wednesday, June 13 at 12:00 noon, to discuss the assessment <br />paving program.
