Because of rigid enforcement effoTts on the pa'ct of t.he <br /> <br />Federal Governrrient the Supplies of heroin has become less available, <br /> <br />thus black market prices continue to rise. <br /> <br />Another very important effect along with this, is the fact, as <br /> <br />heroin became less and less available, pushers and dealers turned more <br /> <br />and more to other substances with which to cut the heroin. Where as in <br /> <br />the past heroin might have been 10% pure, today the percentage is drop- <br /> <br />ping steadily. <br />One problem that will continue to confront us is the changing <br /> <br />manifestations of drug use problems. As certain drugs become harder <br /> <br />to get, the patterns of drug abuse are going to change~ In some res- <br /> <br />pects, drug abuse is cyclical involving trends of fads and availability. <br /> <br />Because of this ever changing pattern it is essential that we deVelop <br /> <br />a set of reliable indicators Which can tell us which drug is being used, <br /> <br />where, and with what consequences. <br /> <br />We may never prevent all people from using poor judgement either <br /> <br />with respect to the drugs that man has known from ancient times or those <br /> <br /> <br />modern technology has created. But we should do our very best to insure <br /> <br /> <br />that no one suffers injuries out of ignorance. We can and must convert <br />
