Councilman King <br />noted that the Charter Review Commission had made the same recommendation, <br />and requested that all proposals made by the Commission be discussed <br />at a workshop session. Mr. Pfeffer's letter is attached. <br /> <br />Mayor Etheredge read a Resolution waiving the City's right to terminate <br />the grant issued to Cable TV of San Marcos, Inc. on the basis of sentence <br />two, paragraph one of Section 16 of the Ordinance approving the grant. <br />The Resolution is attached as a part of these Minutes. Mr. DeLa Rosa <br />moved the Resolution be approved. Mr. Flores seconded the motion, which <br />passed unanimously. Mayor Etheredge read the caption of an ordinance as I <br />follows: <br /> <br />AN ORDINANCE AMENDING THAT ORDINANCE WHICH GRANTS THE AUTHORITY, <br />RIGHT AND PRIVILEGE TO OPERATE AND MAINTAIN A CITY-WIDE TELEVISION <br />SIGNAL DISTRIBUTION SERVICE FOR THE DISTRIBUTION OF AUDIO, VIDEO <br />AND RADIO SIGNALS; AND WHICH PROVIDES THE TERMS AND PROVISIONS <br />UNDER WHICH SAID SYSTEM SHALL BE OPERATED AND MAINTAINED; BY <br />DELETING THE SECOND SENTENCE OF SECTION 16 THEREOF, RELATING TO <br />THE DURATION OF THE GRANT, AND SUBSTITUTING AN ENTIRELY NEW SENTENCE <br />THEREFOR. <br /> <br />Mr. Flores moved the Ordinance be approved on first reading. Mr. King <br />seconded the motion, which passed unanimously. <br /> <br />Dr. Tauch .moved the Mayor be authorized to execute conveyance of an <br />easement at towman Field to John F. and Claire B. English. (see attached). <br />Mr. Dibrell seconded the motion, which passed unanimously. <br /> <br />Mr. King requested a study be made by City staff regarding a permit <br />basis to replace the "C-2" zoning requirement for establishments dispensing <br />alcoholic beverages for on-premises consumption. <br /> <br />Dr. Tauch requested Mr. Gene Phillips be invited to the next workshop <br />session to discuss complaints that Aquarena, Inc. was contributing to <br />pollution of the San Marcos River. <br /> <br />I <br /> <br />Mr. Flores requested the City give 30-day notice to residents living <br />on either side of "Martinez alley" that the alley must be cleared of <br />all debris and structures.
