<br />regi11ar meeting, august 27, 1973 <br /> <br />page five <br /> <br />149 <br /> <br />The Mayor read the caption of an ordtnauee. as followsl <br /> <br />AN ORDINANCE AMENDING THAT ORDINANCE WHICH GRANTS THE AUTHORITY, <br />RIGHT AND PRIVILEGE TO OPERATE AND MAINTAIN A CITY-WIDE TELEVISION <br />SIGNAL DISTRIBUTION SERVICE FOR THE DISTRIBUTION OF AUDIO, VIDEO <br />AND RADIO SIGNALS; ANI> WHICH PROVIDES THE TE~S AND PROVISIONS <br />UNDER WHICH SAID SYSTEM SHALL BE OPERATED AND MAINTAINED; BY <br />DELETING THE SECOND SENTENCE OF SECTION 16 THEREOF, RELATING TO <br />THE DURATION OF THE GRANT, AND SUBSTITUTING AN ENTIRELY NEW <br />SENTENCE THEREFOR. <br /> <br />I <br /> <br />Mr. Cunningham moved the Ordinance be approved on third and final reading. <br />Mr. DeLa Rosa seconded the motion. On roll eall, the following vflte was <br />recorded: <br /> <br />AYE: Cunningham, DeLa Rosa, Dibrell, Etheredge, Flores, King, Tauch <br />NAY: None <br /> <br />The Mayor deelared the Ordinanee Passed, Approved and Adopted. <br /> <br />The City Manager presented a site plan prepared by James W. Patterson, <br />architect for the new First National Bank Building, and a request from <br />Mr. Patterson and First National Bank for a variance allowing eight brick <br />planter boxes to be placed on the City easement area on Edward Gary Street. <br />Mr. Baugh explained that this in no way allowed the parties involved to <br />acquire preseriptive rights to the publie right-of-way, and that they <br />understood the planters would be removed if the City desired to widen <br />Edward Gary Street and needed the spaee oceupied by the planters. <br />Mr. King moved, the Council authorize the Building Inspector to issue a <br />building permit to First National Bank, allowing them to plaee the planter <br />boxes on City right-of-way. Mr. DeLa Rosa seconded the motion, which <br />passed unanimously. <br /> <br />I <br /> <br />Mr. King proposed Jane (Mrs. Ken) Evans be appointed to the Library Board. <br />Mr. DeLa Rosa proposed Gilbert Medina be reappointed to the Urban Renewal Board. <br />Mr. Baugh announced that H;C, Kyle, III, had resigned his position on the <br />Planning and Zoning Commission. <br /> <br />Mr. King moved the City Manager be authorized to execute a eontract with <br />Executive Techn~logy, Inc., for an integrated aceounting system. Mr. DeLa Rosa <br />seeonded the motion, which passed unanimously. <br /> <br />Mr. Cunningham requested action be taken in the near future on alternatives <br />to regulate the placing of posters on utility poles. Mayor Etheredge <br />appointed Mr. Cunningham and Mr. Dibrell to a committee to formulate a <br />policy regarding this regulation. <br /> <br />Mr. Baugh reported that the City Attorney was presently studying the <br />ordinance requiring permits for pub lie dances with reference to alternative <br />methods of issuing permits, <br /> <br />The City Manager also reported that the "vacant lot ordinance" had been <br />studied and that the staff felt it should be left in the Code of Ordinances <br />and more stringently enforced. Mr. Baugh said that the City eould better <br />maintain city owned lots as well as lots owned by private individuals if <br />the Council would authorize expenditures from the contingency fund for the <br />purchase of two mowers.
