<br />regular meeting, october 24, 1972 <br /> <br />page two <br /> <br />The Mayor introduced a Proclamation naming Monday, October 30, <br />1972, as "Frank Zimmerman Day in Sah Marcos", which the City <br />Secretary read in its entirity. <br /> <br />The Mayor introduced a Proclamation naming Tuesday, October 31, <br />1972, "Trick-or-Treat" Day, and encourging citizens to make <br />Hallowe'en a safe and happy occasion for children. The City <br />Secretary read the Proc I amat i on, and the Mayor presented it to <br />Mr. Ted Breihan and other members of the Kiwanis Club. <br /> <br />The Mayor introduced a request from Mr. Catarino Vii lalpando <br />fo'r a perm i t to locate a mobile home at 318 Johnson Street. <br />Mr. Yarbrough moved the permit be approved. Dr. Tauch seconded <br />the motion which passed unanimously. <br /> <br />I <br /> <br />Mr. B. Frankl in Davidson came before the Council with a progress <br />report on efforts of the San Marcos Area Board of Realtors to <br />obtain support of local agencies and the Texas Highway Department <br />for construction of a north and west loop around the City. <br />Councilman Yarbrough commended the Board of Realtors for its <br />perseverance in pursuing its goal. <br /> <br />Mrs. Johnnie Bratton, chairman of the Dunbar-Neighborhood Council, <br />came before the Council with various questions and suggestions for <br />the improve~ent of the Dunbar Neighborhood. Her presentation is <br />made a part of the Minutes. 'The Mayor thanked Mrs. Bratton for <br />coming and said specific answers to some of the questions raised <br />would have to be provided ata later date. Councilman Yarbrough <br />gave Mrs. Bratton some general information, and she, Mrs. Katherine <br />Hardeman and the Counci I discussed the need for these improvements. <br />Councilman DeLa Rosa suggested the Dunbar Council meet with the <br />City Manager for definite answers to some of the questions, and to <br />formulate express recommendations. <br /> <br />I <br /> <br />Dr. Glenn Longley, chairman of the Environmental ~visory Committee, <br />came before the Council with recommendations from the Committee, <br />see attached. He presented for consideration a proposed Industrial <br />Waste Ordinance prepared by the Texas Water Quality Board. The <br />Mayor directed the City Manager to study the ordinance. <br /> <br />Mrs. Kay Pinkerton, President of the Library Board, came before the <br />Council to request clarification of the duties and responsibil ities <br />of the Library Board. It was suggested that a workshop might be a <br />more proper setting for study of theBy~laws. Mr. DeLa Rosa stated <br />that he felt the boards and committees should be provided with <br />information regarding duties and responsibil ities, and then schedule <br />a workshop if needed. <br /> <br />Mr. Yarbrough moved to appoint Mrs. Victoria Wilson and Mr. Joe <br />Rodriguez to the Senior Citizens Adwisory Board. Dr. Tauch seconded <br />the motion which passed unanimously. <br /> <br />The Mayor read a Resolution commending members of the 1962 City Council <br />for the imaginative foresight and vision in initiating Urban Renewal <br />in San Marcos, and moved its approval. Mr. Yarbrough seconded the <br />motion which passed unanimously. The Resolution is attached as a <br />part of the Minutes. <br /> <br />I <br /> <br />The City Manager requested the Council consider approval of the <br />proposed employee pay classification plan, submitted at a workshop <br />on October 19. Mr. DeLa Rosa stated that he felt the new plan was <br />a vital and important proposal, and'that since two Councilmen were <br />not present, he would favor no, action until they were present to <br />contribute to the discussion. Mr. DeLa Rosa moved to postpone action <br />until the next regular meeting, Mr. Cunningham seconded the motion <br />which passed unanimously. <br />
