Baugh; Jerri Martr~; <br />Don Flores; Mel issa Mil lecam; Glen Adams <br /> <br />The Mayor called the meeting to order at 12:00 noon. <br /> <br />I <br /> <br />The City Manager explained the Lower Colorado River Authority <br />rate increase, and their interpretation of State statutes as <br />basis for their sole authority to set rates. He stated that he <br />had discussed the matter,with an attorney famil iar with rate <br />matters who had advised that the City must have an ordinance <br />confirming its authority in control I ing uti I ity rates.'. Mr'. Gresham <br />read in ful I an ordinance prepared to fulfil I this requirement. <br />Councilmen discussed the ordinance in terms of its passage <br />before January, 1973. By cQmmon;"cconsent, they postpone<d further <br />discuss i on of the matter unt i I later in the meet i ng when an <br />opinion on the proper procedure for' its passage could be obtained <br />from the City Attorney. <br /> <br />The Mayor reported that in Executive Session on November 27, the <br />Council had discussed a salary increase of $100 per month-for <br />the Municipal Court Judge, but that they were not prepared to <br />approved the increase in regular session. Mayor Flores also <br />stated that an increase in salary for the City Secret~ry had <br />been discussed. Mr. Yarbrough moved that the City Secretary <br />receive a 5% merit increase in salary, retroactive to O~tober 1, <br />1972. Mr. King seconded the motion, which passed unanimously. <br /> <br />Council men' and City Manager discussed the investment of temporar i I y <br />idle revenue sharing funds. <br /> <br />I <br /> <br />On advice of the City Attorney, the Mayor called for two special <br />meetings, Monday, December 18 at 12:00 noon, and Tuesday, December <br />19 at 5:00 p.m., to consider second and third readings of the <br />electric util ities ordinance. <br /> <br />The Mayor introduced an ordinance and read the caption as follows: <br /> <br />AN ORDINANCE REGULATING AND SETTING RATES FOR <br />ELECTRICAL UTILITIES; ESTABLISHING PROCEDURES AND <br />REQUIREMENTS FOR RATE ADJUSTMENTS; PROVIDING FOR <br />HEARINGS ON RATES AND SERVICES; REQUIRING REPORTS <br />AND STATEMENTS; AND PROVIDING FOR A SAVINGS CLAUSE. <br />
