<br />gO <br /> <br />regular meeting, february 12, 1973 <br /> <br />page four <br /> <br />Mr. Etheredge. Mr. DeLa Rosa stated that he felt the topic was <br />a matter of personal conviction, rather than Council business, <br />and that he opposed the resolution. Councilmen and visitors <br />discussed the matter. Councilman Cunningham withdrew his <br />motion, with consent of the seconder. <br /> <br />Mr. Pfeffer's second proposal was a request for Council appoint- <br />ment of a Rent Review Board to resolve disputes between landlords <br />and tenants. Councilmen discussed measures which had already <br />been taken by various groups, and promised further study. <br /> <br />Mr. J.C. Varner, representing the Hays County Mobile Home I <br />Association of mobile home owners and park operators, came <br />before the Council to request amendment of the Mobile Home <br />Park Standards ordinance. Mr. Varner, Mr. C.E. O'Bryant, <br />Mr. Andy Buffington and Mr. Oliver Deike discussed the ordinance <br />with Councilmen. Councilmen King and DeLa Rosa were appointed <br />to a committee to discuss the matter with mobile home owners <br />and park operators at a future work session. <br /> <br />Mr. Randy Reece, chairman of the Committee on the Blanco River, <br />came before the Council to request assistance in delaying <br />further planning on the Clopton Crossing Dam until alternative <br />flood control measures could be studied. Mr. Reece stated that <br />the matter was now before a Congressional committee, and that <br />approval of the plan presented by the U.S. Corps of Engineers <br />was anticipated in the near future. He asked that the Council <br />request a new Congressional hearing. The Council agreed to <br />consider the proposal if given supporting statistics by the <br />Committee on the Blanco River. <br /> <br />Councilman Etheredge, reporting as a member of the Land <br />Committee, presented the terms of 'an agreement discussed <br />between the City and Ira R. and Sallie Bowles concerning <br />right-of-way acquisition for the Sessom Drive project. <br />Mr. Etheredge moved to approve the purchase price of the <br />land at $1,800.00 and award $2,000.00 damages to Mr. and <br />Mrs. Bowles. Mr. King seconded the motion, which passed <br />unanimously. <br /> <br />I <br /> <br />Councilman King moved that a professional appraisal of a <br />25 foot lot on the corner of Jackman and Center streets be <br />obtained, and that the lot be sold to Mr. James C. Smith, <br />who owns the adjacent lot. Mr. Etheredge seconded the <br />motion, which passed unanimously. <br /> <br />The City Manager introduced a resolution with the following <br />caption: <br /> <br />RESOLUTION OF AGREEMENT FOR JOINT PARTICIPATION <br />OF THE CITY OF SAN MARCOS, TEXAS, AND THE <br />COMMISSIONERS' COURT OF HAYS COUNTY, FOR THE <br />CONSTRUCTION OF PAVING AND DRAINAGE IMPROVEMENTS <br />ON THORP LANE. <br /> <br />Councilman King moved to approve the Resolution, and authorize <br />the Mayor to execute the agreement between the City and County. <br />Mr. Etheredge seconded the motion, which passed unanimously. <br /> <br />The City Manager presented budget proposals for the revenue <br />sharing funds. (see attached) Each proposal was discussed <br />by Councilmen and the City Manager. Mr. Yarbrough questioned I <br />the immediate need for Shop Construction. Mr. King stated <br />that he felt he needed more information on the drug program <br />before he could vote. Mr. Aart Millecam, proposed director of <br />the Drug Abuse Program, discussed the operation of the program <br />with Councilmen. Dr. Tauch moved that $231,000.00 of the <br />revenue sharing funds be allocated to street improvements, <br />$12,200.00 to the drug program, $30,000.00 to utilities, and <br />$12,000.00 to the contingency fund. Mr. Etheredge seconded <br />the motion, which passed unanimously. <br />
