24 REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, NOVEMBER 26, 1973 Present: Mayor Eddy A. Etheredge I Councilmen William L. Moore; Bill Rugeley; Robert Gaertner; Apoltnar Mendoza, Domingo Reyes, Jesse Gomez; Janet Keiler, Dr. Talph Harrel, George Gilbert The Mayor called the meeting to order at 7:30 p.m. The Minutes of the Regular Meeting held November 12, 1973, were approved on motion of Mr. DeLa Rosa and second of Mr. Cunningham. I The Mayor opened a Public Hearing to consider an ordinance amending Section 30-7 of the Code of Ordinances by establishing a new deposit fee for all residential water connections. The City Manager reported that the ordinance represented the recommendation of his office and the Director of Finance. There were no objections voiced. The Mayor closed the Public Hearing and read the caption of an ordinance as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING CHAPTER 30, ARTICLE I, SECTION 30-7, OF THE CITY OF SAN MARCOS CODE OF ORDINANCES, ESTABLISHES A NEW DEPOSIT FEE FOR ALL NEW RESIDENTIAL WATER CONNECTIONS AND A DEPOSIT FEE FOR ALL NEW COMMERCIAL ESTABLISHMENTS. Mr. Cunningham moved the Ordinance be approved on first reading. The motion was seconded by Mr. King and passed unanimously. The Mayor read the caption of an ordinance as follows: I AN ORDINANCE REPEALING ARTICLE II, ENTITLED "DANCE AND DANCE HALLS", CHAPTER 22, ENTITLED "PUBLIC AMUSEMENTS" OF THE CODE OF ORDINANCES OF THE CITY OF SAN MARCOS, TEXAS, THE SAME BEING SECTIONS 22~16 TO 22-31 INCLUSIVE OF SAID CODE; AND ADDING A NEW ARTICLE II, ENTITLED "DANCES AND DANCE HALLS", CHAPTER 22 OF THE CODE OF ORDINANCES OF THE CITY OF SAN MARCOS, TEXAS, PROVIDING FOR THE ISSUANCE OF DANCE PERMITS, ESTABLISHING CRITERIA FOR THE ISSUANCE OF SAID PERMITS, AND SETTING FEES FOR SUCH ISSUANCE OF SAID PERMITS. Mr. King moved the Ordinance be approved on first reading. Mr. Dibrell seconded the motion. Councilmen discussed the ordinance. Councilman Cunningham moved to amend the ordinance by the addition of dances sanctioned by public or private schools to Section 22-17, by the deletion of Sections 22-27 and 22-30, and by the modification of Section 22-31 to remain applicapible to 22~30. Councilman DeLa Rosa seconded the motion. On roll call, the motion to amend the ordinance passed with the following vote:
