<br />51 <br /> <br />regular meeting, january 14, 1974 <br /> <br />page four <br /> <br />Mr. DeLa Rosa moved approval of a request from Anselmo Gonzales for <br />a temporary permit to place a mobile home on Lots 86, 87 and 88, Block 10 <br />of the Westover Addition, located on the corner of Amherst and Delmar <br />streets. Dr. Tauch seconded the motion, which passed unanimously. <br /> <br />Mr. King moved approval of a request from Edward J. Payne for a <br />temporary permit to place a mobile home on Lot 3, Block 2 of the <br />McAllister Addition, located at the rear of 1120 San Antonio Street. <br />Mr. Cunningham seconded the motion. It was noted that the Planning and <br />Zoning Commission had recommended denial of the request based on an <br />objection, however the objection had been withdrawn by the adjacent <br />property owner. The motion was unanimously approved. <br /> <br />I <br /> <br />Dr. Tliuchmov.ed approval of a request from Raymond Lozano for a renewal <br />of his temporary permit to place a mobile home on Lots 10 and 11, Block 5 <br />of the C.D. Wallace Addition, located at 220 Tampico Street. Mr. Cunningham <br />seconded the motion, which passed unanimously. <br /> <br />Mr. DeLa Rosa moved approval of the selection of Ken Rehler, Architects, <br />Inc. of San Antonio as architect to design the new city hall. Mr. King <br />seconded the motion, which passed unanimously. <br /> <br />Mayor Etheredge reported that the City Hall Site Selection Committee <br />had met the previous week and had the following recommendation to make. <br />The Most desirable site is the tract of park land located between St. John's <br />Church and the City Shop, upon which is presently located a baseball field. <br />It is recommended that th~ ballot for the April 2, 1974 Regular Election <br />contain a proposition allowing the electorate to determine whether or not <br />to remove the park land dedication from the property. In the event the <br />proposition is approved and the dedication removed, the baseball field will <br />be relocated on the Gilcrease property and 10 acres of land at the old <br />wastewater treatment plant be dedicated as. parkiland in exchange for the <br />city hall site. In the event the park land restriction is upheld ,and the <br />proposition defeated, the Committee recommends the city hall be located at <br />the old wastewater treatment plant. Councilman DeLa Rosa moved to implement <br />the recommendation as stated above. Councilman King seconded the motion, I <br />which passed unanimously. <br /> <br />By common consent, the United Gas Rates Ordinance was placed back on the <br />tahle for discussion. The amendment was read by the City Attorney as <br />follows: <br /> <br />"Provided, however, under no circumstances shall the above purchased <br />gas adjustment clause be of any force and effect (1) for a period <br />greater than 24 months, or (2) beyond the date of invalidation of <br />the interlocutory order of the Railroad Commission dated September <br />27, 1973, Gas Utility Docket 11500, whichever first occurs." <br /> <br />Mr. King moved the amendment be added to both Exhibits A and B of the <br />Ordinance, and the Ordinance approved on first reading. Mr. Flores seconded <br />the motion. On roll call, the following vote was recorded: <br /> <br />AYE: DeLa Rosa, Dibrell, Flores, King, Tauch <br />NAY: Cunningham, Etheredge <br /> <br />Mr. DeLa Rosa requested action be taken to remove the abandoned vehicles <br />adj acent,. the baseball park and Bugg Lane. The City Manager reported the <br />vehicles had been sold at a City auction, that the owners had been notified <br />that said vehicles must be claimed within a certain time period, and that <br />if not claimed, they would be removed. <br /> <br />I <br /> <br />Mr. Dibrell requested a formal request be made to the Texas Highway <br />Department for a survey to determine more adequate traffic warnings for <br />the curve in Ranch Road 12 n'ear" its" intersection with' Smith Lane, and that <br />the street lights be put back into operation. <br /> <br />Mr. Louis Callahan came before the Council to state that the franchise the <br />City had granted Cable TV of San Marcos, Inc. had, in his opinion, been violated <br />since trees on his property had had',limbs cut so that cable could be installed <br />without notification of and supervision by the City Engineer. Councilmen <br />requested the matter be placed on the January 21 workshop agenda. <br />
