Sellers; Dick Yax; Art Ables; <br />Dani Presswood; Melissa Millecam; Terry Roberts; Jerry Martin; <br />and others. <br /> <br />The Mayor called the meeting to order at 7:30 p.m. <br /> <br />Consideration of the Minutes of the Regular Meeting held May 13, 1974 was <br />deferred to the next meeting on motion of Mr. Sutton and second of Mr. Flores. <br /> <br />Mayor Craddock read the caption of an ordinance as follows: <br /> <br />AN ORDINANCE OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THAT CERTAIN <br />ORDINANCE DATED MARCH 8, 1971, ESTABLISHING A BOARD TO ADVISE THE <br />CITY COUNCIL AND THE CITY ADMINISTRATIVE STAFF IN MATTERS CONCERNING <br />THE ENVIRONMENT BY DELETING SECTION 2 OF SUCH ORDINANCE AND ENACTING <br />A NEW SECTION NUMBERED 2 BY ALLOWING MEMBERSHIP TO SUCH BOARD BY CITIZENS <br />LIVING WITHIN ONE MILE OF THE CITY. <br /> <br />Mr. Cunningham moved approval of the Ordinance as an emergency. Mr. Flores <br />seconded the motion. Mr. Breihan requested the ordinance be amended to <br />designate appointment of one member to the Environmental Advisory Committee <br />by the County Commissioners Court. Mr. Sutton reported that he had appeared <br />before the County Commissioners to discuss the matter with them, that he received <br />no definite opinion from them, and that it was his personal opinion that all <br />committees appointed by the City be made up of only city residents. Dr. Craddock <br />stated that the chairman of the present committee had been living outside the <br />city limits for some time, and that by excluding persons living within the <br />one mile extraterritorial jurisdiction of the city, some of the most knowledgeable <br />persons in the area of environmental protection were not given the opportunity <br />to serve the city. Dr. Craddock moved the ordinance be tabled. Mr. Dibrell <br />seconded the motion which passed with six votes in favor and Mr. Flores voting <br />"Nay"* <br /> <br />The Mayor read the caption of an ordinance as follows: <br /> <br />AN ORDINANCE OF THE CITY OF SAN MARCOS, TEXAS, DEDICATING CERTAIN LAND <br />OUT OF THAT. TRACT KNWON' AS THE OLD SEWER TREATMENT PLANT TO USE AS <br />PARKLAND ONLY PURSUANT TO SECTION 3.07 OF THE CHARTER OF THE CITY OF <br />SAN MARCOS, TEXAS. <br /> <br />Mr. Dibrell moved the Ordinance be approved on second reading. Mr. Sutton <br />seconded the motion, which passed unanimously. <br />
