<br />I <br /> <br />I <br /> <br />I <br /> <br />146 <br /> <br />regular meeting, may 28, 1974 <br /> <br />page three <br /> <br />Mr. Flores moved the Ordinance be approved on third and final reading. <br />Mr. Sutton seconded the motion, which passed unanimously. <br /> <br />Mayor Craddock opened a discussion of trailer rallies in City Park by <br />reading two letters encouraging the allowance of such rallies by the <br />Chamber of Commerce and Hardin D. Moore. (said letters may be found in <br />the official records of the City) Mr. Dibrell moved to re-open City Park <br />to rallies of 51 trailers or more, allowing no individual trailers, and <br />having the same restrictions as the previous policy allowing such rallies. <br />Mr. Breihan seconded the motion. Councilmen discussed the advantages of <br />revenue generated by the rallies as opposed to the cost of maintenance of <br />facilities and the need for improved facilities as well as the legality of <br />the leasing of park property for such use. Michael Rhea, representing the <br />Parks and Recreation Board read a statement approved by the Board in <br />September, 1973, which gave the opinion that use of the City Park for trailer <br />rallies was not in the best interests of the citizens of San Marcos, and that <br />private enterprise could better meet the needs of such rallies. Mr. Poor~, <br />representing~heChamberof Commerce, requested the Council give favorable <br />consideration to reopening the park to rallies having 51 or more participants, <br />and suggested a time limit of one year be set on such use of the park to give <br />other parties time to provide other facilities. Mr. Dibrell, with consent <br />of the seconder, amended his motion to include the one-year stipulation. On <br />roll call, the vote to approve the motion was recorded as follows: <br /> <br />AYE: Breihan, Dibrell <br />NAY: Cunningham, Craddock, Flores, Hansen, Sutton. <br /> <br />Dr. Craddock moved CounCilmen Dibrell and Breihan be appointed to the <br />Show Barn Advisory Committee. Mr. Sutton seconded the motion which passed <br />with six votes in favor and Mr. Dibrell abstaining. <br /> <br />By common consent, Dr. James Harrison was named an ex officio member of the <br />Subdivision Review Committee. Mr. Dibrell moved approval of the appointment <br />of Reuben Meeks, Patty Sullivan, Shirley Wickersham, Joe Rodriguez, B.F. <br />Davidson, Pudd Rutledge, Andy Moon and C.A. Sellers to the Subdivision Review <br />Committee. Mr. Breihan seconded the motion, which passed unanimously. <br /> <br />Dr. Craddock stated that the following persons had been nominated to Serve <br />on the Board of Equalization: Laura Whittenberg, Terry Lighthouse, Marcus <br />Jackson, Robert Stevenson and George Dimmick and Richard Yax as alternates. <br />Councilmen voting by roll call, the following persons received the majority <br />of votes and were appointed to fill the five positions: Miss Whittenberg, <br />Mr. Jackson, Dr. Stevenson and Mr. Dimmick and Mr. Yax alternates. <br /> <br />Dr. Craddock stated that the following persons had been nominated for <br />appointment to the Housing Authority: Diane Elder, Jack Harper and J~O: Paine. <br />Mr. Breihan nominated Carroll Burton. Mr. Dibrell moved the appointments be <br />tabled for later consideration. Dr. Craddock seconded the motion, which <br />passed unanimously. <br /> <br />The Mayor reported the nomination of Stanley Hughson, Dick Moncure, Dr. Ron <br />Jager and Dr. Jean Smith for appointment to the Planning and Zoning Commission. <br />Mr. Breihan asked that Mr. Moncure's name be withdrawn (at Mr. Moncure's request) <br />and nominated Willard Lively. Mr. Dibrell moved the conSideration of appointments <br />be tabled until the next meeting. Dr. Craddock seconded the motion. On roll <br />call, the following vote was recorded: <br /> <br />AYE: Breihan, Dibrell, Craddock, Hansen <br />NAY: Cunningham, Flores, Sutton. <br /> <br />Mr. Dibrell moved to set a cut-off period for nominations to be presented to <br />the City Secretary of Thursday noon prior to each regular meeting, and xhat <br />nominations made at a meeting not be acted upon until the next regular meeting. <br />Mr. Flores seconded the motion, which passed unanimously. <br /> <br />Mr. Breihan moved to remove the Ordinance changing the zoning of Lots 25 and 26 <br />and part of 25 of Block 14 of the Sunset Acres Addition Number Two from the table. <br />Mr. Sutton seconded the motion, which passed unanimOUSly.
