Action on this matter was tabled by common consent of the Council. Dr. Craddock moved the Environmental Advisory Board Ordinance be taken from the table for action. Mr. Cunningham seconded the motion. On roll call, the following vote was recorded: AYE: Breihan, Cunningham, Dibrell, Craddock, Flores NAY: Sutton AN ORDINANCE OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THAT CERTAIN ORDINANCE DATED MARCH 8, 1971, ESTABLISHING A BOARD TO ADVISE THE CITY COUNCIL AND THE CITY ADMINISTRATIVE STAFF IN MATTERS CONCERNING THE ENVIRONMENT BY DELETING SECTION 2 OF SUCH ORDINANCE AND ENACTING A NEW SECTION NUMBERED 2 BY ALLOWING MEMBERSHIP TO SUCH BOARD BY CITIZENS LIVING WITHIN ONE MILE OF THE CITY. I Dr. Craddock read the caption of the ordinance as follows: Mr. Dibrell moved the ordinance be approved on first reading with an amendment that the phrase "living within one mile of the city" be stated "living within the extraterritorial jurisdiction of the city". The motion was seconded by Mr. Cunningham. On roll call, the following vote was recorded: AYE: Breihan, Cunningham, Dibrell, Craddock, Flores NAY: Sutton. Mayor Craddock introduced for discussion the appointment of two members to the Environmental Advisory Board and stated that the following persons had been nominated: Curtis Jenkins, William C. Pool, Art Ables and Glenn Longley. On roll call, Councilmen voted for two nominees. Mr. Jenkins and Dr. Longley received a majority of the votes. Dr. Longley will serve as the member living within the extraterritorial jurisdiction of the City. Councilman. Breihan reported that he had met with the Flood Control Steering Committee who had requested a meeting in the near future with the Council, Urban Renewal Agency and Railroad officials to study drainage problems in periods of flooding with respect to designating responsibility for payment of specific damages. I Councilman Sutton requested the matter of a road from Owen Goodnight School to I.H. 35 be placed on the July 15 workshop session. At 9:20 p.m. the Council recessed to an executive session to discuss a personnel matter. At 10:25 p.m. they reconvened, at which time Mayor Craddock reported that a discussion of certain personnel matters and procedures had occurred, and that the Council would reconvene in executive session at a later date to discuss the matter further.
