Mr. DeLa Rosa s~conded the motion, <br />and on roll call, the folmowing vote was recorded: <br /> <br />AYE,: DeLa Rosa, Emery, Etheredge, Flores, King, <br />Tauch, Yarbrough <br /> <br />NAY: None <br /> <br />The Mayor declared the ordinance Passed, Approved and Adopted. <br /> <br />The City Manager reported on investigation and research done on <br />an Agreement for Extension of Utilities to Hughson Heights, <br />Addition No. One, and recommended that the original proposal, as <br />made by H. Garland Stokes, be accepted by the Council. He stated <br />it was the City's responsibility to provide an adequate lift station <br />to serve that rapidly developing area, and it was only a matter of <br />time until it would have to be done. Mr. Gresham recommended that <br />the Council consider adopting a new policy on extending utilities, <br />providing a more equitable basis of cost. <br />Mr. King moved that the City proceed with the Agreement on Extension <br />of Utilities to Hughson Heights, Addition No. One, as originally <br />proposed. Mr. Flores seconded the motion and on roll call, the <br />following vote was recorded: <br /> <br />AYE: <br />NAY~' <br />ABSTAIN: <br /> <br />DeLa Rosa, Emery, Etheredge, Flores, King, Tauch <br />None <br />Yarbrough <br /> <br />The Mayor declared the motion carried. <br /> <br />Dr. Tauch moved that the Council suspend the present policy on <br />extension of utilities to subdivisions, and that a new policy <br />be drafted. Mr. Etheredge seconded the motion, which passed <br />unamnmously. <br /> <br />The City Manager presented a proposal from Lockwood, Andrews and <br />Newnam, Inc. for a rate study of the City's utilities. He ex- <br />plained the study had been cont~mplated for some time, and was a <br />budgeted item. Dr. Tauch moved that the Council aubhorize the <br />City Manager to execute a contract with Lockwood, Andrews and <br />Newnam, Inc., as proposed, for a rate study of the City's utili- <br />ties. Mrs. Emery seconded the motion, which passed unanimously. <br /> <br />Mr. Monty Alexander came before the Council to complain about the <br />arbitrary annexation of his property in Westover. He demanded to <br />know what benefits he had received in return for ,his tax statement. <br />Councilman DeLa Rosa asked if a public hearing had been held before <br />bfue property was annexed in 1970. Mr. Alexander said a public hear- <br />ing on the proposed annexation had been held, but he had not attend- <br />ed.
