<br />than the requested "D", multi-family. Ross King seconded
<br />the motion, which passed unanimously.

<br />The Council considered a request for change of zoning
<br />from "R-l", single-family residential, to "M", mixed, on
<br />property located at 1309 Haynes Street. After discussion
<br />of the definition of "M" in the Zoning Ordinance, Dr. Craddock
<br />moved that the property at 1309 Haynes be rezoned "M".
<br />Mr. King seconded the motion, which passed unanimously.

<br />The Council considered three vacancies occuring on the
<br />Planning & Zoning Commission in October. Dr. Craddock
<br />moved that Mr. H.C. Kyle,111, Mr. Raul Gonzales and Mr.
<br />Carmen Rodriguez be reappointed. Mr. Zavesky seconded
<br />the motion, which passed unanimously.

<br />Mr. King introduced for discussion a request to increase
<br />the Planning and Zoning Commission to nine members. After
<br />discussion on the merits of the proposal, Dr. Craddock moved
<br />that the Planning and Zoning Commission be increased from
<br />seven to nine members. Mr. Yarbrough seconded the motion,
<br />which passed unanimously.

<br />Three names were presented to the Council to bring the
<br />Planning and Zoning Commission to a membership of nine.
<br />Dr. Craddock moved that the Rev. Jack Byrom and Mr. Harris
<br />Koch be appointed to the Commission ,for a regular term, and
<br />that Dr. Stanley Sissom be appointed to fillll the unexpired
<br />term of Dr. Don Gree n. Mr. King seconded the motion, w,hich
<br />passed unanimously.

<br />The Mayor opened further discussion of the INDECO Subdivision
<br />plat. Recalling that the Council had voted to modify the
<br />Subdivisions Ordinance t,o allow for "cluster unit" type of
<br />subdivisions, Mr. King moved that Article 111" SectionC,
<br />Subsection 3 of the Subdivision Ordinance be amended as
<br />set forth in a roughdraf,t, see attached. Mr. Yarbrough
<br />seconded the motion. Dr. Craddock moved that Item liB"
<br />of the rough draft be amended to include a final phrase,
<br />"excll,lsi ve of the indi vidu;al owner's property"'; that I tern "C"
<br />of Subsection 3 be amended to read:"AII greenbelt areas shall
<br />be equipped with sidewalks along with adequate lighting to meet
<br />minimum City requirements"; ,that Item "0" be amended to read,
<br />"All greenbelt areas shall provide.offstreet parking.spaces at
<br />the rate of one parking space fop e;';ch.lot fronting on the par-
<br />ticular greenbelt area" such parki ngspaces shall be contiguous
<br />to the greenbelt area to be served, ani::!;, not" more than 250 feet
<br />from the farthest house to be served':; a,nd Item "E" be amended
<br />to read, "Any lot which fronts on a greenbelt 'area rather than a
<br />public street must have at its rear a public alleyway of not less
<br />than a 50-ft. r-o-w, with a paved street widt,h, of 27 feet or more".
<br />Mayor Smith seconded the motion.
<br />Mr. Jack Reber, planner for INDECO, was asked to come forward for
<br />discussion of the proposed amendment to an ordil1'ance amending the
<br />Subdivisions Ordinance. Mr. Reber stated that ~heproposed
<br />ordinance. amending the Subdivisions Ordinance, ,as suggested by
<br />Dr. Craddock, requiring both off-street parking and 50 ft. right-
<br />oJ way would "tear the project ;all to pieces". Dr.. Craddock said
<br />the, main c9ncern was with traffic, and if they permitted narrow
<br />streets at this time, the City might later have to buy additional
