~egular meeting, november 23, 1970 page two Mr. Jim T. Brown, Executive Director of the Urban Renewal Agency, gave a progress report on "The River Project". He stated the Agency was in better financial condition than it had been in .~aRS, and reported that the River Project was 52.29 % completed, with only 48 % of the budgeted funds disbursed. Of the 113 parcels of land to be acquired, only 46 remained to be purchased, Mr. Brown said. The Mayor thanked Mr. Brown for an excellent report, and for the g&b being done by the Agency. I Under Planning & Zoning matters, the Council considered a request for change of zoning on the Leopoldo Garza tract, from "R-l" (single family residential) to "M" (mixed). The Mayor read the letter from the Planning & Zoning Commiss- ion, recommending the request be granted. Mr. Contreras moved that the Leopoldo Garza property on River Road and Bugg Lane be rezoned. from "R-l" to "M". Mr. Zavesky seconded the motion, which passed unanimously. The Council considered a revised INOECO Subdivision plat, presented by Mr. Darryl Johnson and Mr. Clifton S. Frankmann. Councilmen discussed the interpretation of the Amendment to the Subdivision Ordinance which requires that parking areas be within 250 feet of houses. Mr. Yarbrough moved that the Council accept the INDECO Subdivision plat, with the provision that all lots that do not come within 250 feet of the parking areas (required in the Amendment to the Subdivision Ordinance) be deleted from the plan, the 250-ft. provision being inter- preted as measured in a straight line from the parking areas to the property line; and that INDECO, or i.ts sucessors and assigns agree to maintain the greenbelt areas within the subdivision. Mr. King seconded the motion and on roll call, the following vote was recorded: I AYE: Contre'ras, Flores, King, Smith, Yarbrough, Zavesky NAY: None The Mayor declared the motion passed. The City Manager gave a short report on the proposed swimming pool, and "asked that.the Council adjourn to reconvene at the call of the Mayor, when the necessary papers were ready for consideration.
