The Mayor said the proposal had not passed beyond the talkDng stage, and that repre- sentatives of the City would meet with other area dele- gations to discuss the matter further, on January 29. Mr, Smith promised to keep the public informed on any developments. Mr. Zavesky opened discussion on the one-way traffic patterns initiated by the City on January 3, The Mayor asked the City Manager to request Traffic En.ineer Walter Klapproth to check traffic during peak hours on Colorado Street, as affected by one-way streets, I The Mayor read a progress report from Urban Renewal, which is attached as a part of the Minutes. The Mayor reported he had received 61 responses to the pro- posal that the City establish a recycling plant, as pro- moted through the columns of The San Marcos Record. The City Manager reported that Tom G. Oliver, executor of the Paul Rogers Estate, that a utility easement between Lots 2 & 3, Block C, Unit 7 of Spring Lake Hills Estates, be abandoned. City utilities were brought into Unit 1 through another route, and the easement was not used. Mr. Zavesky moved that abandonment of the easement be aubhbr- izedby the Council, Mr. Flores seconded the motion, ~hich passed unanimously. Mr. Bean reported that SWTSU had requested that the City put a. 20-mile speed zone on Guadalupe from Concho to Mathews, and on LBJ Drive from Concho to Olmos Drive, Mr. Zavesky moved that the request be granted. Mr. Yarbrough' seconded the motion, which passed unanimously, I The City Manager said it might be necessary to have a Council meeting on a right-of-way matter before the next regular se~sion.
