Joe Hawkins <br /> <br />The Mayor called the meeting to order at 5:30 p.m. <br /> <br />Acting with the advice of City Attorney Walker, the Council <br />agreed to hear reports from City Patrolmen in separate interviews. <br /> <br />Patrolman W.H. Moore was called first. <br /> <br />I <br /> <br />Mr. Walker read Patrolman Moore a letter received that day <br />from Rodger M. Zimmerman, alleging that his client, Kenneth <br />Vaughn, had been mistreated by City Patrolmen on December 27,1970. <br />The letter is attached as a part of the Minutes, Mr. Walker <br />assured Mr, Moore that the Council was not inferring his guilt, <br />but wished to hear in his own words exactly what occurred in the <br />early hours of December 27, as nearly as he could recall. <br />Councilmen asked Mr, Moore questions to clarify their understand- <br />ing of the case. <br /> <br />The same procedure was followed in talking to the other two <br />patrolmen mentioned by Mr, Zimmerman in his appearance before <br />an executive session of the Council on ~anuary 25. <br /> <br />Sgt. Dan Hall was called next, and then Patrolman Clifton H, <br />Grumbles, <br /> <br />The City Manager said he had been contacted in regard to <br />another case alleging excessive force during an arrest of <br />Benito Flores on January 10, 1971, Mr. Bean said Mr. Gabriel <br />Gutierrez, Mr. Flores' attorney, had called and requested to <br />come before the Council on his client's behalf. <br /> <br />The Council talked with Patrolman John Mays about the Flores <br />case, using the same procedure as with the other patrolmen. <br /> <br />Capt. Hawkins left the meeting after the patrolmen were <br />questioned. <br /> <br />The Council agreed to see Mr. Gutierrez at 5:15 p.m" February 3. <br /> <br />I <br /> <br />The City Attorney was directed to write Rodger Zimmerman a <br />letter, telling him that the Council had made the police investi- <br />gation concerning events involving his client, Kenneth Vaughn, <br />
