Smith <br /> <br />Councilmen: <br /> <br />Luciano H. Flores <br />Ross King <br />Herbert A, Yarbrough, jr. <br /> <br />I <br /> <br />City Manager <br />City Secretary <br /> <br />Richard G. Bean <br />Dorothy O. Worrell <br /> <br />Absent: <br /> <br />Councilman <br /> <br />Jerry Zavesky <br /> <br />Also present: <br /> <br />Rodgers Storey, Jack Major, Warren Leddick, <br />Bill Veidt, Lanny Cravy, Andy Anderson <br /> <br />The Mayor called the meeting to order at 5:30 p,m. <br /> <br />Mayor Smith explained that the meeting had been called to <br />discuss whether the City should take the initiative for <br />establishing a flood control program. He said City Attorney <br />Albert M. Walker had done some research on special districts, <br />The most direct method seemed to be by a petition carrying a <br />minimum of fifty signatures of property oWners within the <br />watershed, requesting the Commissioners Court to hold an election <br />to establish a flood control special district. <br /> <br />I <br /> <br />After discussion of the alternatives, Councilman Yarbrough <br />moved that a Resolution be passed, putting the Council on record <br />as being determined to proceed, in cooperation with Hays County <br />Commissioners Court, in the development of a flood control program <br />for the Upper San Marcos River Watershed, Councilman King <br />seconded the motion and on roll call, the following vote ~as <br />recorded: <br /> <br />AYE: Flores, King, Smith, Yarbrough <br />NAY: None <br /> <br />The Mayor declared the motion carried. <br /> <br />I <br /> <br />Hollis W, <br /> <br />~~ /v12b~" <br />/ Luciano H. fl~res <br />Councilman <br /> <br />It was agreed by common consent that the City Attorney would be <br />requested to attend the March 22 Council meeting, to explain in <br />more detail the procedure for accomplaishing the Council's objective, <br /> <br /> <br />Th.
