Mr. Dannelley seconded the motion, which passed unanimously. The Council went into Executive Session at 5:45 p.m. to discuss personnel matters. EXECUTIVE SESSION The City Manager gave a detailed report on personnel of the .Poli.c;e Department over the past fourteen months. He cited training programs which had been initiated to im- prove efficiency of patrolmen. He said it was hoped a~optionof a regular scale of pay increases would prove ~n incentive in recruitment. I Dr. Craddock introduced the following Resolution and moved its approval: "WHEREAS, the City Council of the City of San Marcos wishes ~o express its deep regret over the misunder- standing which has occurred between some Members of the Council and the City Manager relative to the provisio~s of the City Charter which repose exclusive administrative and supervisory responsibilities in the City M.anage,r; and, WHEREAS, the City Council of the, City of San Marcos wishes to express its full and complete confidence in Richard Bean, who has performed all aspects of his job as City,Manager in an exemplary manner: I NOW, THEREFORE, BE IT RESOLVED that the Members of the Council earnestly and respectfully request that Mr. Bean reconsider his decisi~n to resign as City Manager of San Marcos." Councilman Zavesky seconded the mntion and on roll call, the following vote was recorded: AYE: Craddock, Contre,ras, Dannelley,Flores, Ser\lr, Smith, Zavesky NAY: None The Mayor ~eclared the Resolu~ion Passed and Approved.
