I AGREEMENT BETWEEN OWNER AND ENGINEER FOR PROFESSIONAL SERVICES CITY OF SAN MARCOS, TEXAS ,asOWNER, engages lOCKWOOD, ANDREWS & NEWNAM, INC, as ENGINEER, to perform professional services in connection with the following projects: OLMOS DRIVE PAVING AND DRAINAGE IMPROVEMENTS Performance of such services and compensation therefor shall be in accordance with the terms and conditions described below: 1. DESCRIPTION OF WORK AND COMPENSATION: ENGINEER agrees to perform certain Basic Services (speCified below) for fixed amounts, and Additional Services (specified below) on a basis of hourly charges plus Reimbursable Expenses, as follows: A. BASIC SERVICES: (al Description of Work: ENGINEER will perform the work in three phases in the sequence described below: I (11 Preliminary Phase: ENGINEER will discuss the project with OWNER; make preliminary studies of the project; prepare preliminary layouts; prepare preliminary cons):ruction cost estimates; and make recommendations. (See Paragraph 9 (a).) // (2) Design Phase: On completion of the Preliminary Phase and when authorized by OWNER, ENGINEER will proceed with the Design Phase, ENGINEER will plan, and arrange for OWNER'S account, soil borings, investigations or tests; prepare detailed contract drawings and specifications (drawings to be in pencil on tracing paper); and prepare final cost estimates and biddi~g documents. (31 Construction Phase: On completion of the Design Phase and when authorized by OWNER, ENGINEER will proceed with the Construction Phase. ENGINEER will assist OWNER in securing and analyzing bids or -riegotiated proposals, recommend awards of construction contracts and consult with OWNER during construction; transmit instructions of OWNER to the contractor; make periodic visits to the project site to observe the progress and quality of the work; interpret drawings and specifications; review shop drawings, material tests, equipment tests and contractor's pay estimates; and conduct a final inspection. Basic Services shall be deemed completed upon issuance of a Certificate of Completion to the construction contractor for the project.
