Brown, Executive Director of the Urban Renewal Agency, <br />explained to the Council ~he disaster programs available under <br />the Department of Housing and Urban Development, if the Presi- <br />dent declared San Marcos a disaster area. A request must go <br />from the Governor to the President before such a declaration <br />will be considered by the President. Mr. Brown introduced <br />Walter Staudt of his staff, as Disaster Coordinator for local <br />and federal agencies. <br /> <br />John W. Christian, Department of Public Safety Disaster Relief, I <br />representing the Governor of Texas, explained the provisions <br />of Public Law 875, passed by the 81st Congress, and the "yard- <br />stick" used for making recommendations to the Governor. He made <br />it clear that PL875 was flnot a giveaway programfl, but geared to <br />assist local governments in the State of Texas to get back to <br />~ormal. as quickly as ~ossible after a disaster. PL875 is planned <br />to give aid for such things as emergency repairs and temporary <br />replac.ements that. will assist local government to resume function- <br />ing. MY.. Christian said he was unaware of the programs offered <br />by HUD, thr~ugh Urban Renewal, as outlined by Mr. Brown. He said <br />he would inform himsel f on the matter at once. I t was brought <br />out in the discussion that Small BllJlsiness Administration does not <br />have to wait for the President to declare a disaster area before <br />it begins to function. Hilary Sandoval, Director of SBA at the <br />national level, immediately declared San Marcos a Elisaster area, <br />and loans were granted as early as May 16. <br /> <br />Robert Siegler, American Red Cross, reported that 89 families <br />had been assisted through Sunday, May 17. He said a local ad- <br />visory committee might be needed.
