West; Mrs. Albert Armstead; Lou Daugherty; <br />Bob DeGroot; and others. <br /> <br />The Mayor called the meeting to order at 7:30 p.m. <br /> <br />The Minutes of the Regular Meeting held September 23, 1974, were approved on <br />motion of Mr. Hansen and second of Mr. Flores. <br /> <br />The Minutes of the Special Meeting held October 2, 1974, were approved on <br />motion of Mr. Sutton and second of Mr. Breihan, with Councilmen Flores and <br />Hansen abstaining. <br /> <br />The Mayor opened a Public Hearing to consider a request for a change in zoning <br />on part of Lot 2, Block 1 of the I"W. Mitchell Addition, from "R-l" to "R-2". <br />Mrs. Murl Alexander, the applicant, was not present. Mr. Ed Giesen and Mrs. <br />Lucious Parrish were present to object to the change. It was noted that the <br />Planning and Zoning Commission had recommended denial of the request, and that <br />a petition containing the names of more than 20% of property owners within 200 <br />feet of the property in question had been presented in objection. The Mayor <br />closed the hearing and read the caption of an ordinance as follows: <br /> <br />AN ORDINANCE AMENDING SECTION 3 OF THAT ORDINANCE WHICH REGULATES AND <br />RESTRICTS THE LOCATION AND USE OF BUILDINGS, STRUCTURES AND LAND, <br />DATED MAY 23, 1966 (VOL. 32) BY CHANGING THE ZONING OF PART OF LOT 2, <br />BLOCK 1 OF THE L.W. MITCHELL ADDITION, LOCATED AT 108 TRAVIS STREET, <br />FROM "R-l" (SINGLE FAMILY RESIDENTIAL) TO "R-2" (DUPLEX). <br /> <br />Mr. Sutton moved the Ordinance not be approved. Mr. Hansen seconded the motion. <br />Mr. Flores stated that it had been the policy of the Council in the past to <br />defer consideration of an Ordinance if the applicant could not be present. <br />Dr. Craddock reported that Mrs. Alexander was not physically able to attend <br />the meeting, that she had arranged for a representative to present her request, <br />and that the representative was not able to attend due to illness. On roll call, <br />the following vote was recorded: <br /> <br />AYE: Breihan, Dibrell, Hansen, Sutton <br />NAY: Cunningham, Craddock, Flores. <br /> <br />The Mayor declared the motion passed and the Ordinance not approved. As <br />Mrs. Alexander had request the zoning change in order to be able to add a rOOm <br />to the structure, it was suggested that she be informed that a hearing before <br />the Zoning Board of Adjustment and Appeals was in order. <br />
