98 REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, NOVEMBER 25, 1974 Present: Mayor Emmie Craddock Councilmen Ted Breihan William L. Cunningham Bill Dibrell Luciano H. Williams William Friedrich Also present: Beverly Howard; Allen Schoeferkoeter; John H. Stokes; Ray Stone; Peggy Mayberry; Mike Scanio; C.E. O'Bryant; T.S. Pennington; Jerri Martin; Melissa Millecam; Terry Roberts; Rowe Ray; and others. The Mayor called the meeting to order at 7:30 p.m. The Minutes of the Regular Meeting held November 11, 1974, were approved on motion of Mr. Sutton and second of Mr. Hansen, with Mr. Dibrell abstaining. The Mayor welcomed students from San Marcos High School participating in Senior Government Day. I The Mayor opened a Public Hearing to consider a request for a change in zoning of part of Farm Lot 23 from flCfI to "C-2". The applicant, D. Capwell Lawson, was not present. There were no persons present to object to the requested change; however, it was noted that a petition, duly sworn, had been presented in objection to the change, and signed by more than 50% of property owners within two hundred feet of the property in question. The Mayor closed the hearing and read the caption of the Ordinance as follows: AN ORDINANCE AMENDING SECTION 3 OF THAT ORDINANCE WHICH REGULATES AND RESTRICTS THE LOCATION AND USE OF BUILDINGS, STRUCTURES AND LAND, DATED MAY 23, 1966 (VOL. 32) BY CHANGING THE ZONING OF PART OF FARM LOT 23, LOCATED AT THE SOUTHEAST CORNER OF GUADALUPE AND CONCHO STREETS, FROM "CfI (COMMERCIAL) TO "C-2" (COMMERCIAL). Mr. Dibrell moved the Ordinance not be approved. Mr. Sutton seconded the motion. Mr. Cunningham moved the first reading of the Ordinance be tabled since the applicant was not present. Mr. Flores seconded the motion. On the motion to table, the vote, by roll call, was recorded as follows: AYE: Cunningham, Craddock, Flores NAY: Breihan, Dibrell, Hansen, Sutton. The Mayor declared the motion failed. On the motion to disapprove the Ordinance, the vote, by roll call, was recorded as follows: I AYE: NAY: Breihan, Dibrell, Hansen, Sutton Cunningham, Craddock, Flores. The Mayor declared the motion passed and the Ordinance not approved. MaY9r Craddock opened a Public Hearing to consider an Ordinance relating. to F16od~in Management.
