Mr. Breihan <br />seconded the motion, which passed unanimously. <br /> <br />The Mayor read the caption of an Ordinance as follows: <br /> <br />AN ORDINANCE AMENDING SECTION 3 OF THAT ORDINANCE WHICH REGULATES AND <br />RESTRICTS THE LOCATION AND USE OF BUILDINGS, STRUCTURES AND LAND, <br />DATED MAY 23, 1966 (VOL. 32) BY CHANGING THE ZONING OF A THREE ACRE <br />TRACT OUT OF THE T.J. CHAMBERS. SURVEY, LOCATED AT 1252 NORTH L.B.J. <br />DRIVE, FROM "R-1" (SINGLE FAMILY RESIDENTIAL) TO "R-2" (DUPLEX). <br /> <br />I <br /> <br />Mr. Sutton moved approval of the Ordinance on second reading. Mr. Flores <br />seconded the motion, which passed unanimously. <br /> <br />Mayor Craddock issued a Proclamation in observance of the 46th anniversary <br />of the League of United Latin American Citizens. <br /> <br />The Mayor introduced consideration of an engineering firm to assist in the I <br />Community Development projects. Those listed for consideration were: <br />Lockwood, Andrews and Newnam; Jim Byrn and Forrest and Cotton, a joint venture; <br />and Groves, Fernandez, Barry and Telford. . Mr. Sutton moved approval of the <br />appointment of Byrn, Forrest and Cotton. Mr. Breihan seconded the motion. <br />Mr. Hansen requested the Council designate Forrest and Cotton as senior partners <br />in the joint venture. Mr. Sutton, with consent of the seconder, amended the <br />motion accordingly. On roll call, the vote to approve the appointment passed <br />unanimously. <br /> <br />Councilmen discussed the problem of high and rising electrical utility rates <br />in San Marcos with visitors to the meeting. <br /> <br />Dr. Glenn Longley came before the Council with recommendations made by the <br />Environmental Advisory Committee (see attachment). <br /> <br />Residents of Lindsey, North and Comanche streets came before the Council to <br />discuss the problem of on-street parking on those streets. The Council requested <br />a surv~yby the City staff with recommendations for alleviation of the problem <br />at the next workshop meeting. <br /> <br />Mr. Breihan moved approval of the appointment of Joe Nicola to the Building <br />Code Board oLAdjustment and Appeals. Mr. Dibrell seconded the motion, which <br />passed unanimously. <br /> <br />The Mayor introduced for discussion the consideration of matching funds for I <br />acquisition of a grant to restore the Cock House. Mr. David Dailey was present <br />to discuss the program with the Council. Mayor Craddock moved the restoration <br />of the Cock House be moved to a first year priority under the Community Development <br />program, and that $20,000 be appropriated from those program funds to match the <br />$15,000 grant from the Federal Government. Mr. Hansen seconded the motion, which <br />passed unanimously. <br />
