Mr. Hansen moved approval of the Ordinance on first reading. Mr. Breihan seconded the motion, which passed unanimously. The Mayor read the caption of an Ordinance as follows: AN ORDINANCE AMENDING SECTION 3 OF THAT ORDINANCE WHICH REGULATES AND RESTRICTS THE LOCATION AND USE OF BUILDINGS, STRUCTURES AND LAND, DATED MAY 23, 1966 (VOL. 32) BY CHANGING THE ZONING OF A THREE ACRE TRACT OUT OF THE T.J. CHAMBERS. SURVEY, LOCATED AT 1252 NORTH L.B.J. DRIVE, FROM "R-1" (SINGLE FAMILY RESIDENTIAL) TO "R-2" (DUPLEX). I Mr. Sutton moved approval of the Ordinance on second reading. Mr. Breihan seconded the motion, which passed unanimous1v. The Mayor read the caption of an Ordinance as follows: AN ORDINANCE AMENDING SECTION 3 OF THAT ORDINANCE WHICH REGULATES AND RESTRICTS THE LOCATION AlID USE OF BUILDINGS, STRUCTURES AND LAND, DATED MAY 23, 1966 (VOL. 32) BY CHANGING THE ZONING OF PART OF LOT 2, BLOCK 11 OF THE ORIGINAL TOWN OF SAN MARCOS, LOCATED AT 100 NORTH GUADALUPE STREET, FROM "c" (COMMERCIAL) TO "C-2" (COMMERCIAL). Mr. Sutton moved approval of the Ordinance on second reading. Mr. Flores seconded the motion, which passed unanimously. Mayor Craddock issued a Proclamation in observance of the 46th anniversary of the League of United Latin American Citizens. The Mayor introduced consideration of an engineering firm to assist in the I Community Development projects. Those listed for consideration were: Lockwood, Andrews and Newnam; Jim Byrn and Forrest and Cotton, a joint venture; and Groves, Fernandez, Barry and Telford. . Mr. Sutton moved approval of the appointment of Byrn, Forrest and Cotton. Mr. Breihan seconded the motion. Mr. Hansen requested the Council designate Forrest and Cotton as senior partners in the joint venture. Mr. Sutton, with consent of the seconder, amended the motion accordingly. On roll call, the vote to approve the appointment passed unanimously. Councilmen discussed the problem of high and rising electrical utility rates in San Marcos with visitors to the meeting. Dr. Glenn Longley came before the Council with recommendations made by the Environmental Advisory Committee (see attachment). Residents of Lindsey, North and Comanche streets came before the Council to discuss the problem of on-street parking on those streets. The Council requested a surv~yby the City staff with recommendations for alleviation of the problem at the next workshop meeting. Mr. Breihan moved approval of the appointment of Joe Nicola to the Building Code Board oLAdjustment and Appeals. Mr. Dibrell seconded the motion, which passed unanimously. The Mayor introduced for discussion the consideration of matching funds for I acquisition of a grant to restore the Cock House. Mr. David Dailey was present to discuss the program with the Council. Mayor Craddock moved the restoration of the Cock House be moved to a first year priority under the Community Development program, and that $20,000 be appropriated from those program funds to match the $15,000 grant from the Federal Government. Mr. Hansen seconded the motion, which passed unanimously.
