<br />156 <br /> <br />Position: Environmental Coordinator <br /> <br />General Statement: <br /> <br />Tuesday, January 21, 1975, the City Environmental Advisory Committee <br />11r:et with Councilman Dibrell in attendance. At that time, and at the sug- <br />gestion of Councilman Dihrell, we considered recommending to the city, the <br />e3tablishment of a position of Environmental Coordinator or liaison person <br />t:o present the committee with information from the City in a swnmarized, <br />ICganiZed manner. This information should be from the various city depart- <br />~nts: Engineering. Parks and Recreation, Health, and other areas as may <br />ve possible environmental implications. The Environmental Coordinator <br />would keep informed of all city activities and make the committee aware of <br />any activities that could be of environmental concern. For example. <br />l::'equests for building permits that could have environmental effects should <br />be considered by the Environmental Advisory Committee before action by <br />planning and zoning. Councilman Dibrell indicated the possibility that <br />this committee should review all requests that come before planning and <br />zoning. <br /> <br />If the City Environmental Committee is to function in the manner ex- <br />pected by the City Council and so charged by the ordinance creating the <br />Environmental Advisory Committee then the Environmental Advisory Committee <br />must have information about the activities af the various city departments <br />before decisions concerning and effecting the environment are made. It is <br />pointless to advise the city after the fact. <br /> <br />At the present time we have not received any substantial amounts of <br />information from the city. We suggest that the information on city <br />activities be submitted to individual committee members several days prior <br />to the meeting dates - whiCh will be set-up on a regular basis. It is <br />essential that the Environmental Advisory Committee have this information <br />if we, the committee, are to function effectively. <br /> <br />I The position of Environmental Coordinator seems necessary because under <br />e present situation the Environmental Advisory Committee oannot function. <br />ternate proposals are welcomed if they create the desired results. <br /> <br />1) Position to be oreated - ENVIRONMENTAL COORDINATOR <br /> <br />2} Qualifioations - "Job Description": <br />a) Authority to inspect and enforce environmental ordinances. <br />hi Consult and advise Environmental Advisory Committee on environmental <br />problems and POtential problems. Such information ~lOuld be brought <br />before the Environmental Advisory Committee in a summarized and orga- <br />nized fashion. <br />c) Present to the Environmental Advisory Committee information on projects <br />and activities of Planning and zoning, Engineering, Parks and Recrea- <br />tion, and Health Departments. <br />d) Receive and investigate complaints. <br /> <br />3) Training: SOme educational background in environmental sciences, if possi- <br />ble. Level of eduoation dependent on Job Level - whether an intern or etc. <br />An alternative to a full-time position would be to use interns that are <br />already employed by the City or to have an intern assigned to work with <br /> <br />(OVER) <br /> <br />-- <br /> <br />#9' <br />
