173 regular meeting, march 10, 1975 page two Mr. Breihan introduced an Ordinance and directed the caption be read as follows: AN ORDINANCE APPROVING THE PRICES AND CONDITIONS OF THE SALE BY THE URBAN RENEWAL AGENCY OF THE CITY OF SAN MARCOS, TEXAS, OF PARCEL l6D-4, (SEE LEGAL READING), LOCATED WITHIN THE JUAN VERAMENDI, PROJECT NDP, TEX. A-6, TO MR. AND MRS. JOSE M. RAMOS, PROPRIETORS, AND DECLARING AN EMERGENCY. Mr. Flores moved the Ordinance be Passed and Approved as an emergency. Mr. Cunningham seconded the motion, which passed unanimously. A-6, TO CHARLES VILLASENOR AND DIONICIO ALVARADO, SOLE PROPRIETORS, AND DECLARING AN EMERGENCY. I Mr. Breihan introduced an Ordinance having the following caption: Mr. Hansen moved approval of the Ordinance as an emergency. Mr. Flores seconded the motion, which passed unanimously. Mr. Breihan read the caption of an Ordinance as follows: AN ORDINANCE' OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THE RESOLUTION AND ORDER ESTABLISHING PROCEDURE FOR THE REGULAR CITY ELECTION BY CHANGING THE POLLING PLACE IN PRECINCT 10 FROM SECOND BAPTIST CHURCH TO WESTOVER BAPTIST CHURCH; AND DECLARING AN EMERGENCY. Mr. Hansen moved approval of the Ordinance as an emergency. Mr. Cunningham seconded the motion, which passed unanimously. The Mayor Pro-Tem read the caption of a Resolution as follows: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AUTHORIZING THE SOUTHSIDE COMMUNITY CENTER TO APPLY FOR A GRANT APPLICATION FOR THE PROPOSED SAN MARCOS,YOUTH SERVICES BUREAU. I Frank Arredondo, President of the Souths ide Community Center Board of Directors, came before the Council to explain the program. Also present were Sylvia Covarrubias, Center staff member, and Dr. Ardelia Brennan and Mrs. Wynette Barton, Board members. Dr. Brennan, also a member of the Mayor's Committee on Juvenlie Delinquency, came before the Council with certain objections to the proposal as well as to the fact that the program had not been discussed with the Mayor's Committee. Mr. Dibrell moved to postpone discussion of the Resolution to a Special Called meeting on March 17. The motion died for lack of a second. Mr. Flores moved to approve the Resolution. Mr. Cunningham seconded the motion. Mr. Sutton requested Mr. Flores consider amending his motion to provide for approval contingent on the approval of the Mayor's Committee. Mr. Flores declinedto~_ accept the amendment. On roll call, the following vote to approve the Resolution was recorded as follows: ' AYE: Breihan, Cunningham, Flores, Hansen, Sutton NAY: None ABSTAIN: Dibrell. Mr. Arredondo informed the Council that the program would be reviewed with the Mayor's Committee at the earliest opportunity. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AUTHORIZING THE MAYOR TO EXECUTE THE INTERIM MAP OF THE HAYS COUNTY URBAN AREA BOUNDARY AND SAN MARCOS FEDERAL AID URBAN SYSTEM. I Mr. Breihan read the caption of a Resolution as follows: Mr. Sutton moved approval of the Resolution. Mr. Hansen seconded the motion, which passed unanimously.
