<br />The Mayor announced that two persons had been nominated for appointment to the
<br />Senior Citizens Advisory Board: Mrs. Amelia Cruz and Mrs. Mary Castaneda. Three
<br />vacancies exist. Mr. Breihan moved to postpone the appointments since he had not
<br />been aware that the item would be placed on the agenda until too' late to submit
<br />nominees. The motion died for lack of a second. Mr. Hansen moved appointment of
<br />Mrs. Cruz and Mrs. Castaneda. Mr. Arredondo seconded the motion. On roll call,
<br />the following vote was recorded:

<br />Mrs. Cruz and Mrs. Castaneda were declared appointed to the Senior Citizens Advisory
<br />Board.

<br />The Mayor reported that the following persons had been recommended by the Bicentennial
<br />Commission for appointment to that Commission: Mrs. Richard D. Bowles, Mrs. Raymond
<br />Kiddoo, Dr. Arlis Hiebert, Mrs. Jack Eure, and Mrs. Albert Armstead. Mr. Breihan
<br />moved confirmation of the.appointments. Mr. Hansen seconded the motion, which
<br />passed unanimously.

<br />Mayor Craddock opened a Public Hearing to consider a request for a change in the
<br />zoning of property out of the N.L. Camp Addition and the Blankenship and Carruthers,
<br />Addition, located along Ranch Road 12 between that street and Loop Street, from
<br />"R-l" to '.'M". The applicant, B.F. Davidson, was present and represented by attorney
<br />Albert M. Walker, Jr. who presented the request. Mrs. Jerri Martin was present to
<br />object to the requested changed and referred to a petition submitted in opposition
<br />to the change signed by more than 20% of adjacent property owners. Mr. Breihan
<br />stated he felt a denial of the request would be in contradiction to the subdivision
<br />ordinance which disapproves residential property on busy thoroughfares, such as
<br />Ranch Road 12. Mr. Suckle, representing the Planning and Zoning.Commission, stated
<br />that the Commission had recommended denial of the request because it represented
<br />spot zoning. Mr. Dibrell said that he was concerned that all the property owned
<br />by Mr. Davidson.had been included in the request while only two lots would be required
<br />for the development proposed, as well as the danger that any development in that
<br />area would increase the traffic hazard presently existing on Ranch Road 12 at that I
<br />point. The City Attorney reminded the Council that five affirmative votes would
<br />be required to approve.the request in the presence of the recommendation of denial
<br />from the PlannlngaridZoning Commission. The Mayor closed the hearing and read
<br />the caption of the Ordinance as follows:

<br />RESTRICTS THE LOCATION AND USE OF BUILDINGS, STRUCTURES AND~LAND,
<br />DATED MAY 23, 1966 (VOL. 32) BY CHANGING THE ZONING OF PART OF LOT 1
<br />AND ALL OF LOTS 2 THROUGH 6 OF BLOCK 1, AND PART OF LOTS 1 THROUGH 5
<br />OF BLOCK 2, AND A STREET LOT BETWEEN BLOCKS 1 AND 2, ALL IN THE N.L.
<br />CAMP ADDITION, AND PART OF LOTS 14, 15 AND 16 OF BLOCK 1 OF THE
<br />BLANKENSHIP AND CARRUTHERS ADDITION, LOCATED ALONG RANCH ROAD 12
<br />BETWEEN RANCH ROAD 12 A'NDLOOP STREETS, FROM "R-1" (SINGLE FAMILY
<br />RESIDENTIAL) TO "M" (MIXED).

<br />Mr. Sutton moved the Ordinance not be approved. Mr. Hansen seconded the
<br />motion. On roll call, the following vote was recorded:

<br />NAY: Breihan.
<br />
<br />The Ordinance was declared not approved.

<br />The Mayor read the caption of an Ordinance as follows:

<br />URBAN RENEWAL AGENCY OF THE CITY OF SAN MARCOS, TEXAS, OF PARCEL
<br />NOS. l6D-6 AND 16D-12 (SEE LEGAL READING), LOCATED WITHIN THE JUAN
<br />VERAMENJ)I PROJECT, NDP TEX. A~6, TO ABUNDIO PINALES AND IRENE GUERRA,
<br />SOLE PROPRIETORS, AND DECLARING AN EMERGENCY.

<br />Mr. Arredondo moved approval of the Ordinance as an emergency. Mr. Sutton
<br />seconded the motion, which passed unanimously.
