36 REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, MAY 19, 1975 Present: Mayor Emmie Craddock I Counc ilmen Frank T. Arredondo Ted Breihan Bill Dibrell Luciano H. Flores John Hansen Kenneth E. Sutton City Manager James B. Baugh City Secretary Doriss Hambrick Director, Public Works William T. Friedrich Also present: Jerri Martin; Melissa Millecam; Terry Roberts; Frank Pennington; Anne Craddock; Mrs. Luciano Flores; Gene Phillips; and others. The Mayor called the meeting to order at 7:30 R.M. The Minutes of the Regular Meeting held May 12, 1975, were approved on motion of Mr. Hansen and second of Mr. Sutton. On motion of Mr. Flores and second of Mr. Hansen, the Executive Session called to discuss proposed initiation of litigation and property acquisition, were deferred until such time as the City Attorney, absent from the meeting due to illness, could be present to discuss the matters with Council. The motion was unanimously approved. I Mayor Craddock opened a Public Hearing to consider a request for a change in the zoning of the south half of Lot 1, 'Block 8, Lindsey and Harvey Addition from "D" to "M". Dr. James H. Tidwell, applicant, was present to request the change. Mr. A.H. Dawson, a property owner within 300 feet of the proposed change, came before the Council to object to the change in zoning. The hearing was closed and Mayor Craddock read the caption of the ordinance as follows: AN ORDINANCE AMENDING SECTION 3 OF THAT ORDINANCE WHICH REGULATES AND RESTRICTS THE LOCATION AND USE OF BUILDINGS, STRUCTURES AND LAND, DATED MAY 23, 1966 (VOL. 32) BY CHANGING THE ZONING OF THE SOUTH ONE- HALF OF LOT 1, BLOCK 8 OF THE LINDSEY AND HARVEY ADDITION, LOCATED AT THE CORNER OF BURLESON AND MOORE STREETS, FROM "D" (MULTIFAMILY) TO "M" (MIXED). Mr. Breihan moved the Ordinance be approved on first reading. Mr. Dibrell seconded the motion. On roll call, the vote was recorded as follows: AYE: Breihan, Dibrell NAY: Arredondo, Craddock, Flores, Hansen, Sutton. The Mayor declared the motion failed and the Ordinance not approved. I Mayor Craddock introduced a Resolution (attached and made a part of these minutes) regarding opening ceremonies for Rio Vista Swimming Pool. Mr. Hansen moved approval of the Resolution. Mr. Arredondo seconded the motion, which passed unanimously. Mr. Dibrell moved a Special Meeting be called for 2:00 p.m., Wednesday, May 21, 1975, to be held in the Council Chambers of City Hall to canvass the returns of an Election to be held May 20, 1975. Mr. Breihan seconded the motion, which was unanimously approved.
