<br />129 <br /> <br />regular meeting, october 13, 1975 <br /> <br />page two <br /> <br />James Byrn came before the ,Council with final plans for Willow Creek <br />Improvements project under the Community Development Program. Mr. Byrn informed <br />the Council that the plans had been completed and were ready for review by <br />the Department of Housing and Urban Development. He explained that the project <br />would be bid with two alternates for box culverts to replace the pipe culverts <br />in the base bid at L.B.J. Drive and Patton Street. The project estimates were <br />given as $178,200, base bid; $10,200, alternate with box culvert at L.B.J. Drive; <br />$13,400, alternate with box culvert at Patton Street. Mr. Breihan moved to <br />authoriie advertisement for bids on the project. Mr. Sutton seconded the motion, <br />which passed unanimously. <br /> <br />Bob Derrick came before the Council to report that the sidewalk project for <br />Highway 123 was still within budget and that no major problems were seen. He <br />explained that the Texas Highway Department had been apprised of the program <br />and anticipated no objections but that a permit would have to be obtained from <br />them. Mr. Breihan moved to authorize planning to the final stage. Mr. Hansen <br />seconded the motion, which passed unanimously. <br /> <br />I <br /> <br />Mayor Craddock read the caption of an Ordinance as follows: <br /> <br />AN ORDINANCE OF THE CITY OF SAN MARCOS, TEXAS "AMENDING THAT CERTAIN <br />ORDINANCE NUMBERED 1974-61 ESTABLISHING THE NUMBER OF POSITIONS AND <br />CLASSIFICATIONS FOR CIVIL SERVICE PERSONNEL BY REDUCING THE NUMBER OF <br />FIRE TRAINING OFFICER FROM ONE (1) IN NUMBER TO ZERO (0) IN NUMBER; <br />REDUCING THE NUMBER OF FIRE TRAINEES AND FIREFIGHTERS FROM TWENTY-TWO <br />(22) IN NUMBER TO EIGHTEEN (18) IN NUMBER; REDUCING THE NUMBER OF FIRE <br />CAPTAINS FROM FOUR ~4)IN NUMBER TO THREE (3) IN NUMBER; AND INCREASING <br />THE NUMBER OF POLICE TRAINEES AND PATROLMEN FROM TEN (10) IN NUMBER TO <br />FOURTEEN (14) IN NUMBER. <br /> <br />Mr. Hansen moved approval of the Ordinance on first reading. Mr. Arredondo <br />seconded the motion, which passed unanimously. <br /> <br />Mayor Craddock introduced for consideration the appointment of Earl T. Williams <br />as acting Tax Assessor-Collector by the City Manager. Mr. Baugh explained that <br />the matter appeared on the agenda so that a record could be made of the appointment I <br />to assist the tax department to proceed in an orderly manner in correcting the <br />certified tax roll. Mr. Hansen moved approval of the appointment of Mr. Williams <br />as acting Tax Assessor-Collector. Mr. Arredondo seconded the motion. Mr. Breihan <br />moved to table the matter and called for an executive session to be held October 20. <br />No second was made to the motion. Council discussed the matter further. On roll <br />call, the vote to approve the appointment was recorded as follows: <br /> <br />AYE: Hansen, Arredondo, Dibrell, Craddock, Flores <br />NAY: Sutton, Breihan. <br /> <br />The Mayor read the caption of a,Resolution as follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />ACKNOWLEDGING AN ERROR IN ASSESSMENT ON PERSONAL PROPERTY ACCOUNT <br />NUMBER 33-04300-145 IN THE NAME OF WUEST SUPERMARKETS, AUTHORIZING <br />THE TAX ASSESSOR-COLLECTOR TO EXECUTE AND FILE A CORRECTION CERTIFICATE <br />ON SAID ACCOUNT; AND INSTRUCTING THE TAX ASSESSOR-COLLECTOR TO RE-ASSESS <br />THE SUBJECT PROPERTY. <br /> <br />Mr. Sutton moved approval of t,he Resolution. Mr. Hansen seconded the motion, <br />which passed unanimously. Questioned by Mr. Sutton, the City Attorney reported <br />that the prospectus for the recent bond sale was based on the 1974 tax roll and] <br />therefore did not include the error above referenced. <br /> <br />AN ORDINANCE AMENDING SECTION 3 OF THAT ORDINANCE WHICH REGULATES AND <br />RESTRICTS THE LOCATION AND USE OF BUILDINGS, STRUCTURES AND LAND, <br />DATED MAY 23, 1966 (VOL. 32) BY CHANGING THE ZONING OF FOUR AND <br />ONE-HALF ACRES IN THEJ .M. VERAMENDI LEAGUE NUMBER TWO, BEING THE <br />PRESENT LOCATION OF THE HOLIDAY INN, AND LOCATED NEAR THE INTERSECTION <br />OF LH. 35 SOUTHBOUND ACCESS ROAD AND LOOP 82, FROM "c" (COMMERCIAL) <br />TO "C-2" (COMMERCIAL). <br /> <br />I <br /> <br />The Mayor read the caption of an Ordinance as follows: <br /> <br />Mr. Hansen moved approval of the Ordinance on second reading.
