<br />220 <br /> <br />regular meeting, march 8, 1976 <br /> <br />page three <br /> <br />Mr. Sutton moved to recess to executive session to discuss the disposition of <br />the Urban Renewal land inventory. Mr. Hansen seconded the motion, which passed <br />unanimously. <br /> <br />I <br /> <br />At 10:30 p.m. the Council reconvened in regular session on motion of Mr. Hansen <br />and second of Mr. Sutton. Mayor Craddock reported that the following agreements <br />had been reached by the Council. All land in the inventory is to be sold with <br />the exception of parcels 8-1 and ll-lA which are to be changed to public use, <br />a process initiated earlier by the Council to protect the greenbelt along the <br />River and possibly parcels 10-2 and lO-2A which may be reserved if Edward Gary <br />Street is extended. The land is to be sold at'nothing less than the appraised <br />value except for parcel 5-1 for which bids have already been received. All other <br />commercial tracts will be reevaluated as necessary and no appraisal older than <br />eighteen months will be used. No land use designations are to be changed except <br />for the change on parcels 8-1 and ll-lA previously initiated. All contingent <br />liability is to be liquidated out of Community Development funds for Action Year <br />Two. The same process for advertising the disposition of the land in the past <br />will continue to be used; however, a 60-day moratorium is declared on the selling <br />of all commercial property except parcel 5-1 for which bids have been received. <br />After that 60-day period the staff may begin the advertisement process for <br />disposition of the property without further action by the Council. Mr. Sutton <br />moved to confirm, the statements reported By Mayor Craddock. Mr. Hansen seconded <br />the motion, which passed unanimously. <br /> <br />Urban Renewal Commissioner Celestino Mendez protested the initiation of a land <br />use change for parcels 8-1 and ll-lA By the Council, stating that such an action <br />should have been the responsibility of the Urban Renewal Board.
