<br />REGULAR MEETING AUGUST 25, 1954 <br /> <br />13 <br /> <br />On the 25th day of August. 1954. A. D.. a regular meeting of the City <br />Council of the City of San Marcos. Texas. was held at 2:00 o'clock P. M.. <br />at the City Hall in San Marcos, Texas, with the following members present: <br /> <br />Frank E. Dietterich. Mayor <br />Coy De Viney, Alderman <br />Sam Beecroft, Alderman <br />Harold G. Smith, Alderman <br />Frank D. Hill, Jr.. Alderman <br /> <br />I <br /> <br />Absent: Calvin M. Allen. Alderman <br /> <br />Others present: Frank T. Drought. C.B. Johnson, Mr. Barbee, Manager <br />of the Carroll Hotel. <br /> <br />A quorum being present, the meeting was called to order by Mayor <br />Dietterich and the following transpired: <br /> <br />Frank T.Drought 0'pened the bids onthe water and sewer lines to Cone <br />Mills. Following are the bids: <br /> <br />H. T. Watson - q) 30.788.80 <br /> <br />H. B. Zachary - $36,988.90 - 73 days <br />John Meents - $30.765.75 - 110 days <br />Rogers Smith - $54,535.55 <br />c. Joe Evans - ~i35,343.00 - 120 days <br /> <br />The Council agreed to take action at a later meeting. <br /> <br />The manager of the Carroll Hotel asked the Council to have the parking <br />meters in front of the Hotel removed so that the space could be used for <br />parkinS by the guests of the Hotel. The Council discussed the matter with <br />her and stated that they would give the matter consideration and take action <br />on it at a later date. <br /> <br />I <br /> <br />'1'he fact that Mr. Ruther>ford has been using the sludge from the sewer <br />disposal plant was discussed. The Council decided that it would save the <br />City money if the sludge was used at the golf course for fertilizing purposes, <br /> <br />Mayor Dietterich then stated that a high fence should be built around <br />the sub-pump station to keep people out becaase of the high voltage lines <br />which are so low that they can be touched. He said the City :muld pay for <br />it if there is no other way to have it built. <br /> <br />There was a discussion about the traffic hazards at the Hwy. 81 Circle. <br />There was no action taken. <br /> <br />I <br /> <br />Terry Jacks brought up the subject of the A. M. Ramsey Addition in the <br />Cemetery. The City has been selling the lots and the owner is now claiming <br />that the City owes him for the lots that have been sold from May 5. 1952 <br />to August 2)+, 1954 in the sum of ~~605.00. The owner has made the suggestion <br />that the City pay him the $605.00 and buy the remaining lots for the sum <br />of 1[;8~000.OO payable annually witI,: .5% interest on biance. Date the de,ed for <br />the 2Lj-th of August, 1954 and pay :;;1.600.00 per year by January 15th of eac;} <br />year. Alderman Smith made the motion that the above action be taken. Alder- <br />man Beecroft seconded the motion. A vote was taken which resulted unanimous- <br />ly in favor of the motion. <br /> <br />After some discussion, Alderman De Viney made a motion that q!20.000.00 <br />in eXDense warrants be issued. Alderman Smith seconded the motion. A <br />vote ~as taken which resulted unanimously in favor of the motion. <br /> <br />After a discussion Alderman S. R. Beecroft made a motion that <br />Mr. W. G. Barbee be employed as ::Executive Sell'retary with a salary of 5)550.00 <br />and a car allowance <if ~)lOO.OO per lilOnth payable as of the 16th of August <br />and that the following letter be given to each Department Head. <br /> <br />"I make a motion that Mr. W. G. Barbee be emplOyed by the City of San <br />Jiiarcos, his duties being the same as a City Manager. He will have complete <br />charge of all city departments. including the hiring and firing of all city <br />employees and the purchasing of all materials and supplies for the city. I <br />'rhe ~eads of all de~artments.will work under his orders.andmake such reports I <br />to hUl as he sees fl t. He vall worK under the supervislon of the elected <br />city officials. This is to be effective on Augus.t 16. 1954." <br />
