.... 93 I QE!2lll!!iQ~ CREI\.TING THE AIRPORT BOARD; APPOINTING lVlEjlffiERS OF SAID BOARD; PROVIDING FOR APPOINTMENT OF SUB- SEQUENT MEtiffiERS; AND DEFINmG THE POWERS AND THE DUTIES OF SAID AIRPORT BOARD. the SECTION I There is hereby created what is to be known as "Municipal Airport Board", to consist of five members, appointed by the City Council of the City of San Marcos, Texas. SECTION II The members of said board shall possess such residence and other qualifications as, in the judgment of the City Council, shall be in the best interests of the City of San Marcos. SECTION III The members of said board shall be Robert P. Lowman, Caddo Wright, Ernest Cummings, Willard Pennington, and Coy I DeViney. The terms of three of such board members shall expire on December 30, 1955, and the terms of the other two members shall ex- pire on December 31, 1956. Said board shall determine which terms shall expire at the end of 1955 and which shall expire at the end of 1956. Thereafter, the City Council shall appoint members to the board to replace those whose terms have expired, it being expressly provided that a member may be reappointed from time to time, as in the judgment of the City Council may be for the best interests of the City of San Marcos, All members of the board appointed after the passage of this ordinance shall serve two year terms. In case of the death, resignation, or inability of a member of the board to serve his entire term, a successor may be appointed by the City Coun- c it to serve the unexpired term. SECTION IV The duties of said board shall be to plan the .,' ... I management, financing, operation and maintenance of the City Airport, to carry such plans into effect, to advise the City Council and City Executive Secretary in regard to all matters arising in connection with said airport, said board, however, to be at all times under and subject to the control and direction of the City Council and the City Executive Secretary.
