<br />On this, the 7th day of March, 1956, at 2:00 p.m., the City Council of the
<br />City of San Marcos, Texas, met in a regular meeting at the City Hall in San Marcos,
<br />with the following members present and participating:
<br />
<br />Frank E. Dietterich, Mayor
<br />Calvin M. Allen, Alderman
<br />Frank D. Hill, Jr., Alderman
<br />S. R. Beecroft, Alderman
<br />Coy De Viney, Alderman
<br />Harold G. Smith, Alderman

<br />Two representatives from High School Student Council
<br />
<br />A quorum being present, Mayor Dietterich called the meeting to order, and the
<br />following transpired:

<br />Two representatives of the High School Student Council, Carson and Younger,
<br />and W. C. Allbright, Chief of Police, met with the Council to discuss the possibilities
<br />of making two streets in the area of the High School one way streets, The Council
<br />was advised that the school officials and Chief Allbright are in favor of such a
<br />plan. Chief Allbright stated that it was his suggestion that Hutchison Street be
<br />made one way from Moore Street west to Scott Street and that Blanco Street be made
<br />one way from Hutchison Street north to Burleson Street. He stated that this would
<br />be in effect five days a week from 8 o'clock to 4 o'clock p.m. during the
<br />school season. He suggested that the plan be given a trial at least. He stated
<br />that the school might be given the authority to report any violators of this speed
<br />zone. Alderman Smith made a motion that an ordinance be adopted to the effect that
<br />Hutchison Street and Blanco Street will be made one way as stated above, Alderman
<br />Hill seconded the motion. A vote was taken which resulted unanimously in favor of

<br />Mr. Barbee then reported that Jack Hughes has stated that a parking meter
<br />now stands in front of his entrance way to his business on W. San Antonio St.
<br />At times, people going to the movie park their cars at this meter, thereby blocking
<br />his entrance. Mr. Hughes has requested that this meter be moved if possible.
<br />After a discussion, Alderman Smith made a motion that this meter be removed
<br />and that the curb be painted red for no parking. Alderman Hill seconded the motion.
<br />A vote was taken which resulted unmnimously in favor of the motion.

<br />Mr. Barbee reported to the Council that Mr. Roy Lane, Garbage Superintendent,
<br />has stated that due to the fact that all garbage vehicles and equipment are parked
<br />on his lot when not in use, that he would appreciate being paid something for rent on
<br />this lot. Mr. Barbee stated that there are three large garbage trucks, 1 smaller
<br />truck and 1 pickup which are parked on the lot and also a wash-rack. The drivers of
<br />the garbage trucks also park their personal cars there while on duty. The Garbage
<br />trucks are washed out each day on this lot. After a discussion, Alderman De Viney
<br />made a motion that the City agree to pay Mr. Roy Lane $30.00 per month as rent of
<br />his lot space, with the agreement that this lot may be used as storage space for
<br />any garbage equipment that is used by the Garbage Department, beginning March 1, 1956.
<br />Alderman Smith seconded the motion. A vote was taken which resulted unanimously in
<br />favor of the motion.

<br />AN ORDINANCE AUTHORIZING THE ISSUANCE OF $40,000.00 REFUNDING BONDS was presented
<br />to the Council for adoption. After a review of this ordinance, Alderman Beecroft
<br />made a motion that the ordinance be approved and adopted. Alderman Hill seconded
<br />the motion. A vote was taken which resulted unanimously in favor of the motion.
<br />The ordinance follows these minutes and is a part hereof.

<br />There was a short discussion on the Street and Sewer Warrants which might
<br />be necessary in 1956. No action was taken.

<br />A letter from Mrs. J. D. Cummings, requesting that the street running through
<br />Rio Vista Park be named "Cummings Stre<tt", was presented to the Council for consider'a-
<br />tion. After a discussion, Alderman Smith made a motion that the street, which runs
<br />through Rio Vista Park and is maintained by the Cummings, be named "Cummings Street"
<br />in memory of Mr. & Mrs. J. D. Cummings' son. Alderman Allen seconded the motion.
<br />A vote was taken which resulted unanimously in favor of the motion.
<br />
<br />After a discussion on the rapid growth of the City of San Marcos, ~yor
<br />Dietterich proposed to the Council that, due to the fact that the City is expanding,
<br />he considered the overall management of the Utilities Department too extensive for one
<br />man to manage alone. Also, since Carl Wilson has shown interest in his work at the
<br />Sewer Plant, that he be made Superintendent of operations of the sewer plant andof
<br />the lift station. In this way, Mr. Posey will have more time to look after the wate r
