He felt sure that the Highway Department would then <br />favorably consider financing the rebuilding of the Road. <br /> <br />Mr. Max Smith, Representative in the Legislature, spoke briefly stating the <br />Legislature would have under consideration full provisions so that the Highway <br />Commission could carry out the Federal Program. <br /> <br />Mr. B. R. Gulledge then spoke and voiced the complaint that he felt he would <br />be damaged by the Citys' not complying with its purpose of buying the right-of-way. <br />He did not state just how he would be affected, but said time would disclose this. <br />He stated he did not want any relief as an individual but wanted to see the program <br />carried out. <br /> <br />I <br /> <br />Mr. Hillburn then made a motion to cancel out and end the City program for <br />buying Highway 81 right-of-way, from City Limit to City Limit. Mr. Allen seconded <br />the motion. <br /> <br />Before a vote was taken upon the motion Mayor Dietterich asked that Mr. Buckner <br />take a poll of all present. The outcome was as follows: <br /> <br />20 against buying the right-of-way <br />5 for buying the right-of-way <br /> <br />A vote was then taken which showed the motion was carried unanimously. <br /> <br />The next business to come before the Council was the appointment of a committee <br />to establish a program of buying back the Right-of-Way Bonds. It was unanimously <br />agreed that Mr. Allen, Mr; Jack Harper, and Mr. Ernest Morgan meet Thursday morning <br />July 19th with full authority to buy back said bonds in the amount of from $120,000.00 <br />to $150,000.00, and report to the Council. Mr. Allen was selected chairman of the <br />committee, and they were instructed that they could consult with Mr. Small of Russ <br />& Co., as an expert. <br /> <br />Next on the agenda was a report from Mr. Morgan on the studying of the law as <br />to paying retirement compensation to an old City employee, namely Mr. W. N. Joiner. <br />The applic2ble provision of the law follows these minutes. Mr. Morgan reported that <br />unless services are performed, the City cannot pay any retirement compensation. <br /> <br />I <br /> <br />Mr. Allen made a motion that the City stop any payment to Mr. Joiner, effective <br />July 15, 1956. Mr. Beecroft seconded the motion. A vote was taken and the motion <br />was carried unanimously. <br /> <br />The committee on Texas Welfare Program reported that they met with Mr. Herndon, <br />Surplus Commodities Director, and it was suggested that the City pass the welfare work <br />on to the County. Mr. Korff made a motion to sidestep the issue of surplus commodities <br />and leave it to the County. Mr. Davis seconded the motion. The motion was put to <br />a vote and was carried unanimously. <br /> <br />There being no further business to discuss, the meeting was adjourned at 4:40 P.
