<br />9~ <br /> <br />SPECIAL MEETING AUGUST 21, 1956 <br /> <br />On this, the 21st day of August, 1956, at 2:30 P. M. the City Council of the <br />City of San Marcos, Texas, met in a special meeting at the City Hall in San Marcos <br />Wit0 the following members present and participating: <br /> <br />I <br /> <br />Calvin M. Allen, <br />B. D. Hillburg, <br />S. R. Beecroft, <br />W. M. Davis, <br />Herman Korff, <br /> <br />Acting Mayor <br />Alderman <br />Alderman <br />Alderman <br />Alderman <br /> <br />Others present were: <br /> <br />Walter Feltner <br />W. G. Barbee <br />Fredericka Hopkins <br /> <br />A quorum being present, the meeting was called to order by Acting Mayor Calvin <br />M. Allen and the following transpired: <br /> <br />Acting Mayor Allen stated that Mr. Walter Feltner had requested having a meeting <br />wi th the City Council. Mr. Feltner stated in connection with his property as part <br />of Highway 81 Right-of-W2Y, that the amount of the appraised value as set by Mr. <br />Harold Legge was too small. He said that what he described as "waste land", a <br />small strip left him after the right-of-way is bought, wasn't worth anything to him. <br />He also said thst he would not take less than $3,398.00 for this waste land but <br />wouldn't give anything for it, as it Was worthless to him. <br /> <br />After a lengthy discussion the Council decided to not act further but at this <br />time wait until they received word from Mr. Legge as to certain interpretations of <br />his appraised values. <br /> <br />Mr. Felter made the Council the fOllowing proposition: <br /> <br />I <br /> <br />For the City to purchase all of lot 11 in block 1 of the <br />Sunset Acres; all of lots 11, 12, 13, 14, 15 in block 5 <br />of the Sunset Acres; the narrow strip of undivided land <br />in the amount of 7.578 acres that extends southward from <br />the above lots to the South City Limit Line; and 23~ feet <br />fronting the highway on the west side of Highway 81 all <br />for $24,968.00. <br />The offer was taken under consideration. <br /> <br />Next on the agenda was reductions made in two City Departments, namely, Police <br />and Street Departments. Mr. Barbee reported that the Police Department was to be <br />cut effective September 1st by one dispatcher and one policeman; and the painter of <br />the curbs and gutter be cut to part time. The total amount estimated saved would <br />amount to $800.00 per month. Mr. Barbee further stated that Oscar Farris, dispatcher, <br />would effective October 1st be transferred to the Fire Department as a new fireman <br />at one of the new stations, and a new dispatcher would be employed to replace Farris <br />at a reduction in salary. Regular policemen are to take over the duties of the <br />dispatcher who will be released. It was also announced that from now on there will <br />be only one and not two policemen in a patrol car during the daytime hours. This <br />will now leave seven policemen in the Police Department, including Chief A~lbright. <br /> <br />The Street Department was to be reduced by three men effective September 1st, <br />stated Mr. Barbee. They are: Jesse Gclbreath, Benny R. Williams, and Franklin D. <br />Herzog. This reduction results in an estimated saving of $630.00 per month. This <br />leaves ten men in ths Street Department. <br /> <br />I <br /> <br />A motion was made by Alderman Beecroft to the effect that Calvin M. Allen, <br />Mayor Pro Tern of City of San Marcos, Texas, be and he is hereby authori~ed to execute <br />CITY OF SAN ~ffiRCOS CURRENT EXPENSE TIME WARRANTS, dated 1956-57, Numbers 46 to 60, <br />inclusive, in the denomination of $1,000.00 each. Alderman Korff seconded the motion. <br />A vote Was taken which resulted unanimously in favor of the motion. <br /> <br />There being no further business to discuss, the meeting adjourned at 3.30 P.
