C. Sullivan of the Park Board, came before the <br />Council with the recommendations they made for the coming season. They also said <br />that they had appointed Mr. Vernon McDonald as program director for the summer <br />1957 season. Mr. Hillburn made a motion to accept the recommendations of the <br />Park Board. Mr. Davis seconded the motion. A vote was taken which resulted unanimously <br />in favor of the motion. The recommendations of the Park Board follows these minutes <br />and become a part hereof. <br /> <br />Next on the agenda was the question of cleaning the river at Memorial Park I <br />and nearby. It was suggested that the City have Mr. Rufus Wimberly oversee the <br />cleaning of the river, with the assistance of two laborers. Mr. Nix informed the <br />Council that the college will furnish one laborer in exchange for cleaning their <br />swimming pool. Mr. Hillburn made a motion to have Mr. Nix authorize Mr. Wimberley <br />to clean the river and the college to furnish one laborer. Mr. Davis seconded the <br />motion. A vote was ta~en which resulted unanimously in favor of the motion. <br /> <br />Bids on the repairing of the City library were next opened. Mr. A. R. Adcock <br />received the job on a bid of $ 224.36. This includes furnishing all materials and <br />to level the building, install new ridge roll, and install a new ceiling in the <br />main room 17' x 28'. Mr. Steakley made a motion to award the contract to Mr. A. R. <br />Adcock in the amount of $224.36. Mr. Davis seconded the motion. A vote was taken <br />which resulted unanimously in favor of the motion. <br /> <br />It was brought to the at te ntion 0 f the Council that Mr. E. L. Wi lliams wants <br />the City to continue picking up his garbage at the back of his house. The Council <br />instructed the City Secretary to write a letter to Mr. E. L. Williams to the effect <br />that according to the City Ordinance the garbage must be placed out on the parkway <br />in front. <br /> <br />It was discussed 'by the C06ncil, that each year at this time, it is necessary <br />that the City borrow money for operating expense, by the issuance of Expense Warrants <br />to be sold to local banks. The' money is deposited to the City's General Fund to <br />be used for expenses until tax collection begins. At that time the Expense Warrants I. <br />are repaid. Mr. Hillburn made a motion authorizing the issuance of $40,000.00 of <br />Expense Warrants, the issue to be divided evenly between the local banks; namely, <br />Expense Warrants 1-20 inclusive of ~l,OOO.OO each to be sold to the State Bank & <br />Trust, and Expense Warrants 21-40 inclusive, of $1,000.00 each to be sold to the <br />First National Bank. Mr. Beecroft seconded the motion. A vote was taken which re- <br />sulted unanimously in favor of the motion. <br /> <br />I~ was mutually decided that the property owners along the river who might <br />want the river cleaned out at their property, that Mr. Rufus Wimberly could use the <br />City Machine, and pay the City $2.00 per hour "or the use of same. <br /> <br />The annual "City Clean-Up Week" was set for May 20 to 24th inclUSive. The <br />street department will pick up all trash put out on the parkways during this week. <br /> <br />It was brought to the attention of the Council that due to the heavy rains <br />the streets need extra working on, and in order to do this another maintainer operator <br />should be hired. Mr. Hillburn made a motion to hire Mr. Coy DeViney at $300.00 monthly <br />as maintainer operator. Mr. Korff seconded the motion. A vote was taken which <br />resulted unanimously in favor of the motion. <br /> <br />It was also stated that bids should be sent to all tire dealers for the price of <br />a 1300 x 24 10 ply maintainer tire and also the bid on recapping three maintainer <br />tires. <br /> <br />Mr. M. W. Schofield, Mr. Dare Williams, and Mr. G. C. Wade were named as the I <br />1957 Equalization Board, with Mr. Harold Smith as an alternate, and it was to be <br />ascertained if they would serve. <br /> <br />J <br /> <br />Due to carnivals coming to the City with worn out equipment, creating a hazard, <br />a policy was agreed upon that no more permits for carnivals be issued in the City <br />Limits of the City of San Marcos. <br /> <br />The question of whether to buy two new pOlice cars was brought to the attention <br />of the Council. Mr. Allbright, Chief of Police, had made a chart showing the <br />high expense of operating and maintaining these two police cars since the first of <br />the year. The suggestion being that new cars would cost vastly less to operate <br />and maintain. It was mutually decided that the 1954 Ford be sent to Jack Hughes <br />
