<br />CALLED MEETHlG flELD ON DECEMBER 19. 1957 <br /> <br />/S:b <br /> <br />On this, the 19th day of December, at 2:00 o'clock P. M., the <br />Governing Body of the City of San Marcos, Texas, met in a called meeting <br />at the City Hall of San Marcos, Texas, with the following members pre- <br />sent and participating: <br /> <br />I <br /> <br />Mayor C. M. Allen <br />Alderman S. R. Beecroft <br />Alderman W. M. Davis <br />Alderman B. D. Hillburn <br />Alderman Herman Korff <br />Alderman H. W. Steakley <br /> <br />Also present were: <br />B. R. Fuller, City Manager <br />Carlyn Tatch, City Secretary <br />Walter Buckner, San ^~rcos Record <br />Group of Citizens <br /> <br />A quorum being present the meeting was called to order by the <br />Mayor and the following transpired: <br /> <br />I <br /> <br />The regular order of business was dispensed with to hear <br />Dr. P. H. Norwood, speaker of a group of citizens, regarding the in- <br />crease of water rates to users out of the city. Dr. Norwood read a <br />letter expressing the feelings of a group effected hy the increase. <br />After hearing the letter, the Mayor requested the city Manager to re- <br />port to the group why the City Council had felt compelled to increase <br />the water rates to our of the city users. The City Manager reported on <br />the additional expenses required to service consumers outside the city, <br />the effect that the present debt service had on utility rates, additional <br />pumps and electricity required to furnish the service outside the city. <br />Dr. Norwood asked how a rate increase could he suhstantiated when many <br />of the lines to rural users were, in fact, installed hy the recipient of <br />the service and at no cost to the city. The City Manager replied that <br />in many instances this was true, however, these lines were usually de- <br />signed to serve only one consumer and had long since become inadequate, <br />due to the smallness of the original line, and had been replaced by the <br />city at the expense of the utility department. Dr. Norwood's inquiry as <br />to why this increase did not effect Camp Gary was answered by the existance <br />of a contract with this installation and that they maintained and serviced <br />their own line. <br /> <br />Alderman Beecroft introduced a motion to amend Section 4 of an <br />Ordinance dated June 28, 1949, recorded in Volume 11, Page 182, in the <br />Minutes of the Governing Body, Regulating Rates Charged for #ater Con- <br />sumers to read as follows: <br /> <br />First 2,000 Gallons <br />Next 3,000 Gallons <br />Next 5,000 Gallons <br />Next 40,000 Gallons <br />Next 50,000 Gallons <br /> <br />$3.00 (Minimum bill) <br />.60 Per Thousand Gallons <br />.50 Per Thousand Gallons <br />.40 Per Thousand Gallons <br />.30 Per Thousand Gallons <br /> <br />This motion was seconded by Alderman Steakley, and upon roll call <br />the vote was as follows: <br /> <br />AYES: <br /> <br />Alderman S. R. Beecroft <br />Alderman W. M. Davis <br />Alderman B. D. Hillburn <br />Alderman Harman Korff <br />Alderman H. W. Steakley <br />None <br /> <br />I <br /> <br />NAYES: <br /> <br />The Nayor at this time declared the motion passed and accepted. <br /> <br />~rr. Lightfoot met the Council and requested that they consider <br />paying him a franchise fee and consider a reimbursement for the expense, <br />expended by him, to run the water line from the City line to the Lightfoot <br />Addition.
